Program Manager

Purpose

The Florida Department of Corrections (FDC), Office of Information Technology (OIT), is seeking a highly experienced Program Manager to support enterprise-wide IT initiatives under the State Term Contract (STC) for IT Staff Augmentation Services (STC 80101507-23-STC-ITSA). This role will oversee complex IT programs consisting of multiple projects and serve as the primary point of communication for project stakeholders.

General Experience Expectations

• Minimum 10 years of IT and business/industry experience

• At least 3 years of leadership experience

• At least 5 years of project management experience

Scope of Work / Job Responsibilities

The Program Manager will be responsible for, but not limited to, the following:

• Serve as the primary liaison and point of communication for project teams and stakeholders

• Develop, manage, and maintain resource-loaded and leveled project plans

• Maintain project metrics in accordance with established standards

• Establish and track resource performance metrics

• Manage one or more highly complex or enterprise-wide IT programs consisting of multiple projects

• Ensure project integration and adjust scope, timelines, and budgets as needed to meet Department needs

• Provide hands-on leadership for complex IT initiatives

• Prepare and deliver project status reports to internal teams, external stakeholders, and executive leadership

• Manage project budgets, spending plans, and resource allocations

• Maintain all project artifacts in compliance with PMO standards and Chapter 60GG-1, Florida Administrative Code (F.A.C.)

• Lead or assist with business requirements gathering, including Joint Application Development (JAD) sessions

• Collaborate with customers, stakeholders, and IT development teams to document business requirements

• Develop As-Is, To-Be, and other required business analysis documentation

• Lead business process improvement initiatives and implementation efforts

• Ensure integrity and quality of project documentation and artifacts

• Manage stakeholder expectations and provide regular executive briefings

• Develop Software Development Life Cycle (SDLC) templates

• Work independently while collaborating within a cross-functional team

Required Qualifications

• Project Management Professional (PMP®) Certification

• 5+ years of experience managing large-scale, complex projects with multiple diverse teams

• 5+ years of experience using project management tools such as Microsoft Project, Primavera, Jira, or similar

• 5+ years of experience developing and maintaining detailed project plans and schedules

• 5+ years of experience with PMO methodologies and documentation

• 5+ years of experience in meeting facilitation and documentation

• 5+ years of experience creating and presenting internal and external status reports

• 5+ years of experience in risk and issue management

• Proven ability to deliver projects within scope, schedule, cost, and quality constraints

• Strong coordination skills across multiple project teams

• Excellent communication, collaboration, leadership, and negotiation skills

• Experience creating and delivering executive-level presentations
