Location : Albany, NY (Hybrid – up to 50% telecommuting)

Type : Contract (40 hours/week)

Job Overview:

The Software Developer will provide expert-level development and technical leadership for CONNECTIONS (CCWIS), New York State’s Automated Child Welfare Information System used by OCFS, Local Departments of Social Services, and

Voluntary Agencies. The role supports enhancement, maintenance, and modernization of enterprise-scale web and client-server applications within a Microsoft .NET environment.

Responsibilities:

• Design, develop, enhance, and maintain CONNECTIONS and related ancillary applications.
• Participate in requirements analysis and solution design sessions.
• Define and guide the technical direction and future architecture of the application.
• Serve as technical lead for legacy system integrations and new designs using WPF and WCF.
• Act as a liaison between technical and non-technical stakeholders, explaining system designs and processes.
• Establish and enforce UI, coding, and architectural standards.
• Lead and conduct code reviews to ensure compliance with CONNECTIONS coding standards and best practices.
• Evaluate, select, and integrate third-party software components.
• Mentor senior developers on MVVM patterns, WPF, WCF, ODP.NET, and established application frameworks.
• Review checked-in WCF, WPF, and .NET code for quality and standards compliance.
• Develop and maintain system and technical documentation.
• Support regression, integration, and unit testing activities.
• Provide knowledge transfer and training to client staff.
• Maintain documentation in Team Foundation Server (TFS) and SharePoint.

Required Experience and Skills:

• 84+ months experience designing, developing, and supporting child welfare
• applications under SACWIS or CCWIS federal regulations.
• 84+ months experience developing applications using VB.NET and .NET Framework 4.0 or higher.
• 84+ months experience developing applications using WPF and WCF.
• 84+ months experience using MVC, MVVM, or similar architectural patterns.
• 84+ months experience using ODP.NET, SQL, PL/SQL, and Oracle (10g or higher), including stored procedures, functions, and packages.
• 72+ months experience performing regression and integration testing.
• 72+ months experience writing unit tests using Rhino Mocks.
• Expert-level ability to guide technical teams and contribute across the full software development lifecycle.

Technical Environment:

• Microsoft .NET, VB.NET, WPF, WCF, MVVM, Oracle, SQL/PLSQL, Team Foundation
• Server (TFS), SharePoint, VMware.

Compliance And Security Requirements:

• Background check with fingerprinting.
• ITS and OCFS NDA and security forms.
• Mandatory SLMS training applicable to ITS State Staff and Contractors.
• Ongoing documentation and knowledge transfer requirements throughout the engagement.
