Job Title: Senior Medicaid Business Analyst

Job Description:
We are seeking an experienced Medicaid Business Analyst to support large-scale Medicaid initiatives. The ideal candidate will have strong expertise in Medicaid Management Information Systems (MMIS), proven business analysis skills, and experience translating complex business needs into technical solutions within Agile environments.

Key Responsibilities:

• Perform complex business analysis and produce high-quality business and technical documentation

• Gather, analyze, validate, and document business requirements from Medicaid stakeholders and end users

• Translate business requirements into functional specifications, technical requirements, and user stories

• Review, validate, and approve complex system and technical requirements developed by vendors

• Track and report project status, risks, issues, and key decisions to management

• Identify project risks and implement effective mitigation strategies

• Support Agile delivery by prioritizing and approving user stories based on stakeholder feedback

• Develop and coordinate test plans, test strategies, test scenarios, and exit criteria

• Execute detailed test cases within complex Medicaid software environments

• Utilize test management tools to manage test execution and defect tracking

• Collaborate with cross-functional teams including development, QA, vendors, and program leadership

Required Qualifications:

• Extensive experience as a Business Analyst

• Strong experience with Medicaid Management Information Systems (MMIS) and Medicaid business processes

• Proven experience in Agile software development environments

• Hands-on experience with testing coordination, test execution, and test management tools

• Excellent written and verbal communication skills, including stakeholder and executive-level reporting

• Proficiency with Microsoft Teams, Word, Excel, Visio, and PowerPoint

Preferred Qualifications:

• Knowledge of Texas Medicaid programs, including PASRR

• Experience with Long-Term Care Online Portal (LTCOP) or similar long-term care systems
