- Provides training and coaching on Agile Software Development methodologies and DevSecOps.
- Leads project teams to implement modern software development practices and principles.
- Monitors and evaluates policies, practices, procedures, techniques, methods, and management controls affecting software development.
- Assesses the effectiveness of existing software development processes to uncover areas for improvement.
- Negotiates effectively with practitioners and management to accept and implement recommendations.
- Develops project plans and provides oral and written updates to management on status of current projects.

QualificationsBasic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
Basic Requirement for entry at the GS-09 and GS-11- Attention to Detail- experience reviewing my own information technology-related work or data to ensure accuracy, completeness, and consistency with standards. My work or the data that I produce is typically reviewed by my supervisor or another colleague
- Customer Service- experience having brief contact with customers to provide information about available information technology products and services and providing customers with standard products or routine services to address information technology needs
- Oral Communication- experience informing my supervisor and other IT staff of the status of information technology systems, projects, or daily operations, including the status of information technology systems, projects, or daily operations, including the communication of basic technical information to a non-technical audience
- Problem Solving- identifying or selecting from a number of alternatives to address routine information technology-related issues by gathering and applying information from standard sources that provide a limited number of solutions
FOR ENTRY AT THE GS-09: In addition to the Basic Competency Requirements listed above: one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade
GS-07 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: - Assisting senior analysts or developers in identifying software design or functional requirements for information systems or software;
- Experience with project management principles and practices.
FOR ENTRY AT THE GS-11: In addition to the Basic Competency Requirements listed above: one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade

GS-11 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: - Assisting in all stages of the software development lifecycle of an information system;
- Experience applying modern software development principles and practices, such as Agile and DevSecOps, in either software development or project management.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
- To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service.
- To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service.
- To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. **You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
The Security Designation will vary and dependent upon position and may require a secret clearance or higher. EducationGS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
GS 12: Education is not substitutable for specialized experience at this grade level.
