Job Description

The selected contractor will provide on-site information technology programming services to support the Accountability System used for payroll processing, tracking, and mission support for the National Guard through the Joint Emergency Operations Center (JEOC).

This role involves reviewing and enhancing the existing system, improving performance, resolving programming issues, and providing ongoing support. The contractor will collaborate closely with JEOC staff to implement system enhancements and develop new functionality.

The Accountability System currently operates on MVC Applications and Microsoft Power Apps. The contractor will also be required to provide support during state-activated emergencies to ensure uninterrupted system operations.

Key Responsibilities

• Review, enhance, and maintain the existing Accountability System

• Improve system performance and resolve programming issues

• Design and develop new features and functionality

• Collaborate with JEOC staff to propose system improvements and upgrades

• Conduct testing in controlled environments prior to production deployment

• Prepare user training manuals and system documentation

• Provide system maintenance and on-call support during emergencies

• Troubleshoot, support, and enhance departmental .NET applications (AIM) and SQL databases

• Review application efficiencies, workflows, permissions, metadata, and database structures

• Diagnose technical issues and provide effective resolutions or workaround solutions

• Ensure solutions meet technical, functional, and performance requirements

• Assist in cataloging active databases, ownership, and system documentation

• Collaborate with IT leadership to identify and implement database and reporting enhancements

Required Technical Skills

• 7+ years of experience in C#, ASP.NET Core, MVC

• Strong experience with SQL Server and database development

• Proficiency in:

  • Writing complex SQL queries, stored procedures, triggers, views, cursors, and joins

  • T-SQL scripting and database development

  • SQL Server Administration, SSIS, SSRS

• Experience with Power Apps and Power Automate, including creation, deployment, and migration across environments

• Strong knowledge of Azure DevOps, including:

  • Azure Repos (Git, branching strategies such as GitFlow, pull requests, code reviews)

  • Azure Boards (Agile project management, backlogs, sprint planning)

• Experience with:

  • ASP.NET, VB.NET, JavaScript, XML, Web Services

  • IIS, HTML, CSS, InfoPath

• Experience in data modeling, database creation, and solution architecture aligned with enterprise standards

Minimum Requirements

• 7+ years of experience writing and debugging SQL queries using tools such as SQL Developer

• Experience with:

  • SQL Server 2018 Studio, Microsoft Management Studio

  • SQL Server Integration Services and performance tuning tools (SQL Profiler, Database Engine Tuning Advisor)

• Experience with databases:

  • Oracle (12c, 19c)

  • MS SQL Server (2012, 2016, 2019)

• 5+ years of experience with Power Apps and Power Automate

• 4+ years of experience with Azure DevOps (Repos, Boards)

• 4+ years of experience working in a Government IT environment

• Experience working in a client-facing consulting role with mid to senior leadership

• Strong analytical, conceptual, and problem-solving skills

• Ability to manage multiple concurrent assignments and meet deadlines

• Advanced understanding of networking concepts, object-oriented programming, data warehousing, and relational databases

• Proficiency with Microsoft 365 tools (Access, Word, Excel, PowerPoint)

Education

• Bachelor s degree from an accredited college or university (Required)
