Support Services Program Manager/Specialist

Roles/Responsibilities:

1. Lead integration activities between agencies and third parties with the OTS Enterprise Architecture environment
2. Provide quality assurance reviews as requested by management
3. Provide assistance to management with budgeting and development and refinement of cost allocation for all EA lines of service.
4. Assist OTS customer agencies with development of federal and state financial reporting.
5. Provide subject matter expertise on applicable agency systems and technologies.
6. Assist OTS in the evaluation of new technologies.
7. Lead or assist OTS in the review of technical documentation.
8. Other duties as assigned by the executive team.

Mandatory Skills:

1. Applicant must have a minimum of five (5) years' experience with the OTS Enterprise Architecture environment.
2. Applicant must have a minimum of twenty (20) years' experience with technologies used within the State of Louisiana systems.
3. Applicant must have a minimum of fifteen (15) years project management experience.
4. Applicant must have prior experience with large-scale state Enterprise Architecture systems serving multiple governmental agencies.
5. Applicant must have experience with rate setting, cost allocation and invoicing.
6. Applicant must have experience with determining and establishing line of service costs.
7. Applicant must have experience with health and human services applications such as those used for the Medicaid, SNAP/TANF, Child Welfare, Child Support and Child Care Licensing programs.
8. Applicant must have experience drafting Advanced Planning Documents, Advanced Planning Document Updates, Implementation Advanced Planning Documents and Cost Allocation Plans

Desirable Skills:

1. Applicant should have experience administering and managing large volume projects.
2. Applicant should have experience managing task orders.
3. Applicant should have at least six (6) years' experience performing these duties in largescale Enterprise Architecture environments
4. Applicant should have experience drafting Request for Proposals.
5. Applicant should have experience with Java and .net development.
6. Applicant should have subject matter expertise with the following EA components and technologies:
