Project Scope: The JUSTIS Fix & Forward project modernizes the Justice Information System (JUSTIS) platform-a centralized data exchange and application hub launched in 2022 replacing the legacy CABLE mainframe. It supports 9 criminal justice agencies with Oracle Fusion Middleware, Oracle 19c, Java, Python, and other components (99%+ uptime). Post-go-live, resources were withdrawn, leaving focus on operations only.
The project is structured around four key components:
Data Modernization: Upgrade legacy data structures to the latest Oracle relational database standards, including PL/SQL optimization.
Integration Enhancements: Update and enhance business integration processes using the latest Oracle SOA technologies.
Application Improvements: Implement new features and resolve outstanding bugs in ETL processes, dashboards, and user-facing functions using Python.
Architecture Compliance: Redesign system architecture to align with updated Criminal Justice Information Services (CJIS) standards and requirements.
Roles/Responsibilities:
- Collaborative Development
- Partner with the internal JUSTIS team to maintain and enhance existing data exchange components developed in Python, JSON, and PL/SQL.
- Participate in code reviews, design discussions, and Agile sprint planning to ensure high-quality, maintainable code.
- SOA-Based Integration
- Design, develop, and optimize business processes using Oracle SOA Suite, with a focus on BPEL (Business Process Execution Language).
- Enhance and extend existing SOA workflows to meet evolving data exchange and integration requirements across agencies.
- Data Architecture Modernization
- Assist in migrating legacy data structures to a modern relational data architecture.
- Support data modeling, schema design, and performance tuning within Oracle databases to ensure scalability and efficiency.
- Architecture Compliance & Agency Support
- Redesign and align system architecture with updated Criminal Justice Information Services (CJIS) standards.
- Collaborate with each of the nine criminal justice agencies to build or upgrade integration components tailored to their specific compliance and operational needs.
- Developing and integrating system components using Python for backend services and automation tasks.
- Designing and implementing business processes using Oracle BPEL (Business Process Execution Language) to support enterprise-level workflows and service orchestration.
- Collaborating with City technical staff to ensure seamless integration between existing systems and new components.
- Supporting testing, deployment, and documentation of integration solutions in alignment with City IT standards and security policies.
- Key Deliverables: The Proposer will be expected to produce the following deliverables throughout the engagement:
- Updated and newly developed integration components and services.
- Comprehensive technical documentation for all developed modules.
- Migration plans and scripts to support data structure modernization.
- Regular status reports and active participation in project meetings and Agile ceremonies.
- Knowledge transfer to internal staff to ensure long-term sustainability and support.
Mandatory Skills:
- Relevant Oracle product stack including Oracle SOA Suite and expertise in software development using Python, including data modeling and migrations, system integration, and advanced business process using Oracle BPEL (Business Process Execution Language).
- Proven experience in Oracle SOA Suite development and integration, particularly with BPEL (Business Process Execution Language).
- Expert-level knowledge of Oracle WebLogic Server administration, including configuration, deployment, and performance tuning.
- Strong background in Oracle database administration and PL/SQL development.
- Proficiency in Python for API, backend development, data processing, and ETL workflows, JSON, XML, CI/CD.
- Experience working in collaborative Agile environments, including participation in sprint planning and code reviews.
Desirable Skills:
- Familiarity with government or criminal justice system data exchange standards is highly Desirable
- Experience with modern data architecture, including data pipelines, analytics, and data services
- Familiarity with Agile/Scrum or ITIL methodologies
- Proficiency in event-driven programming using Python
- Strong database design and schema development skills
- Advanced SQL and PL/SQL development experience
- Experience with Oracle BPEL, Web Services, JSON, XML, ActiveMQ, and Microsoft Message Queue
- Proficient in Git version control and CI/CD tools
- Experience with Oracle database administration and middleware technologies
