Position Overview:
The Senior Business Analyst will support the Casework Contact Assurance Title IV-B Special Project, which ensures compliance with federal and state child welfare standards under Section 424(e)(1) of the Child and Family Services Improvement Act of 2006. The role focuses on monitoring foster care casework contact requirements, supporting voluntary childcare agencies, and improving compliance with OCFS child safety and CPS monitoring standards. The position works closely with OCFS leadership, local social services districts, NYC Administration for Children’s Services (ACS), and voluntary foster care agencies to analyze data, improve business processes, and support operational compliance.
Key Responsibilities:
- Work with OCFS, local social services districts, ACS, and voluntary agencies to achieve Casework Contact Assurance goals.
- Monitor voluntary agency case management and case planning compliance with OCFS child safety and CPS requirements.
- Collect, analyze, document, and report data related to foster care casework contact standards.
- Review business processes and elicit requirements through interviews, surveys, site visits, and process documentation.
- Communicate findings and recommendations to senior analysts, program leads, and OCFS management.
- Conduct on-site monitoring of NYC-based ACS and voluntary agencies to assess casework quality, timeliness, and quantitative standards.
- Review Family Assessment and Service Plans for quality and timeliness.
- Analyze Data Warehouse reports to assess policy impact, identify documentation issues, and resolve Multiple Person Identifiers (MPIDs).
- Support districts and agencies in correcting data and improving documentation accuracy.
- Coordinate meetings, distribute materials, collect status reports, and manage team communications.
- Generate reports of findings and support implementation of recommended improvements.
- Support continuous improvement of business processes impacting youth permanency.
- Perform additional duties as assigned by the Regional Office.
Mandatory Qualification:
- Senior Business Analyst with 60–84 months of experience analyzing business processes and systems and documenting requirements and deliverables aligned with technology solutions.
- Ability to work independently and provide guidance to others.
Required Experience and Skills:
- 60 months of experience working in Health and Human Services systems.
- 60 months of experience writing business process definitions, business rules, and process decompositions.
- 60 months of experience extracting business rules from existing applications and systems.
- 60 months of experience in change management planning and implementation, including compliance with NYS and federal regulations.
- 60 months of experience working directly with users in a human services environment, including training or technical assistance.
- 60 months of experience analyzing applications using relational databases such as Oracle and reporting tools such as Cognos.
- 60 months of experience using Microsoft tools including Excel, Access, and Project for data analysis.
- 60 months of experience with child welfare programs.
- 60 months of experience interpreting state and federal laws and regulations governing health and human services programs
Work Schedule:
- Contract, 40 hours per week.
- Typical hours: 8:00 AM – 5:00 PM or 8:30 AM – 5:30 PM (includes 30-minute unpaid lunch)
Interview Process:
Travel Requirements:
- Travel within the five boroughs of NYC to voluntary agencies.
- Occasional travel to Westchester County and OCFS Home Office in Rensselaer, NY
