Description & Requirements This position requires advanced expertise in program management, data analysis, and operational coordination to ensure the effective planning, execution, and oversight of complex IT and cybersecurity initiatives. The ideal candidate will possess strong analytical and organizational skills with the ability to evaluate program performance, identify risks, and develop solutions that enhance efficiency and compliance. The successful candidate will play a critical role in supporting mission objectives by tracking deliverables, preparing reports, coordinating task order activities, and ensuring alignment with Department of Defense (DoD) and Navy standards. This role requires excellent communication, attention to detail, and the ability to collaborate effectively across multidisciplinary teams in a dynamic, fast-paced environment.

- Lead the design, analysis, interpretation, and evaluation of a variety of reports, internal/external resource documents, and surveys.
- Publish results for utilization by internal and external clients, as appropriate.
- Work with relational database management systems (MS SQL Server) and analytical processing systems.
- Ensure data accuracy and validate all data collection methods used in reporting projects.
- Evaluate data quality, applications and functions, produce output, maintain reporting operations, and documentation.
- Research new data sources and analytical tools.
- Contribute to new product development and improvement in product delivery and presentation.
- Develop and maintain effective processes for managing requirements, developing business processes, and providing production support to the operation.
- Communicate status, risks, and issues to senior management and/or the client as appropriate.
- Analyze existing systems, programs, policies and organizational processes and recommend enhancements and improved solutions.
- Manage efficient execution of business meetings with internal project staff, clients and/or project vendors.
- Develop solutions to a variety of complex problems.
- Document best practices and continuously measure outcomes for desired results.
- Work effectively with internal and external business partners in the delivery of solutions.
Job-Specific Essential Duties and Responsibilities:- Provide program and project management support across IT, cybersecurity, and enterprise network initiatives, ensuring all activities align with Government priorities, budgets, and schedules
- Support IT and network acquisition planning, including requirements identification, market research, contract data analysis, and documentation of procurement justifications and funding requests
- Conduct program cost analysis by compiling, tracking, and evaluating financial data to support budget formulation, execution, and reporting activities
- Perform integrated logistics support (ILS) analysis to ensure sustainment planning, resource forecasting, and lifecycle management of IT systems and network assets
- Evaluate technical and programmatic data to support decision-making, risk mitigation, and performance measurement across multiple concurrent projects
- Support project planning and scheduling by tracking milestones, deliverables, and performance requirements using approved Government tools and methodologies
- Develop, update, and maintain Standard Operating Procedures (SOPs), workflow documentation, and data management processes to ensure operational consistency
- Identifies, tracks, and mitigates program risks to maintain project momentum
- Prepare and deliver progress reports, presentations, and data call responses, providing analysis of program risks, costs, and performance metrics for Government review
- Participate in In-Progress Reviews (IPRs), Configuration Control Boards (CCBs), and Task Prioritization Meetings, ensuring accurate documentation and tracking of action items
- Collaborate with Government stakeholders and cross-functional teams to coordinate acquisition, logistics, and system integration activities supporting mission operations
- Monitor IT asset, seat, and software inventory data, ensuring alignment with NMCI/NEN tracking systems and compliance with Department IT asset management policies
- Support change control, cybersecurity reporting, and performance auditing by maintaining accurate data in approved ITSM and enterprise systems
- Contribute to enterprise-level planning and modernization efforts by analyzing technical architectures, identifying capability gaps, and recommending process or technology improvements
- Conducts program cost analysis, tracks budgets and expenditures using systems like eCRAFT, processes funding documents, and performs cost-benefit analyses
- Provide management and administrative support to Program Managers and Government Leads, including personnel tracking, documentation control, and deliverable coordination
Job-Specific Minimum Requirements:- Six (6) years of professional experience in relation to IT and network acquisition, analysis, planning, integrated logistics support, management support, and program cost analysis.
- Must hold a Bachelor's degree in Accounting, Finance, Economics, or Business Administration.
- An active secret clearnace is required.
- Must be within a commutable distance to the on-site work location in Dahlgren, VA.
