Description: Metric5 is seeking a MuleSoft Business Architect / Project Manager to lead the strategy, governance, and delivery of the Department of the Treasury's Enterprise API Integration Platform. In this role, you will serve as the strategic bridge between HR business stakeholders and technical engineering teams, ensuring that technical solutions align with Treasury's modernization goals, including Zero Trust security and Hybrid Cloud (GovCloud/TCloud) interoperability. You will be responsible for the platform's adoption strategy, establishing a Center for Enablement (C4E), and managing the project lifecycle to ensure the seamless modernization of legacy PeopleSoft HCM systems into a scalable, API-led ecosystem.
Responsibilities: Platform Strategy & Governance (Business Architecture) - API Governance: Establish and enforce API standards, security policies, and best practices to ensure reusability and reduce duplicative interfaces across the enterprise.
- Strategic Alignment: Translate functional HR requirements (PeopleSoft HCM) into a scalable API architecture, ensuring alignment with Federal Zero Trust mandates and Treasury IT governance.
- Center for Enablement (C4E): Lead the creation and management of reusable assets, accelerators, and frameworks to speed up delivery and promote self-service adoption across bureaus.
- Roadmap Definition: Define the "To-Be" state for the API platform, identifying opportunities to modernize legacy point-to-point integrations into a managed, secure MuleSoft environment.
Project Management & Delivery - Delivery Management: Manage the overall project scope, schedule, and resources, ensuring the timely delivery of API implementations.
- Stakeholder Management: Act as the primary liaison between technical developers, non-technical HR stakeholders, and Treasury leadership, effectively translating complex technical risks into business impacts.
- Agile Leadership: Facilitate Agile ceremonies, manage the program backlog, and track Key Performance Indicators (KPIs) regarding API reuse, system uptime, and security compliance.
- Risk Management: Proactively identify and mitigate risks related to hybrid cloud connectivity, legacy data integrity, and resource constraints.
Required Skills: - MuleSoft Strategy: Deep understanding of MuleSoft Anypoint Platform capabilities, API-led connectivity, and the C4E operating model.
- Project Management: Proven experience managing IT integration projects in a Federal environment (PMP, CSM, or SAFe certification preferred).
- PeopleSoft Functional Knowledge: Familiarity with PeopleSoft HCM v9.2 business processes (Workforce Administration, Payroll) to effectively architect solutions that replace legacy interfaces.
- Cloud Experience: Experience supporting architectures in AWS GovCloud or hybrid cloud environments.
- Communication: Excellent verbal and written skills to communicate complex architecture strategies to executive leadership and non-technical stakeholders.
Desired Skills: - Experience with Zero Trust Architecture principles and implementation.
- Knowledge of Federal Human Capital data standards and hiring actions.
- Experience identifying opportunities for process automation (RPA) within API workflows.
- Treasury Experience
Education: Bachelors degree
Years of Experience: 5+ years' experience in IT Project Management, Business Architecture, or Middleware Strategy.
Salary Range: $165,000 - $190,000 annually
