Mainframe Programmer/Designer to support a mission-critical payroll application within a high-visibility federal program. This role requires strong COBOL and IDMS expertise, along with experience designing, developing, and maintaining mainframe applications in an enterprise environment. The selected candidate will join the Design Team supporting the DFAS initiative and will collaborate across multidisciplinary teams to enhance and modernize core systems.
The ideal candidate is detail-oriented, analytical, and capable of working both independently and as part of a structured project team. Experience with ADSO and exposure to Agile methodologies is a strong plus.
Key Responsibilities:- Research, design, develop, document, test, and debug mainframe applications and systems.
- Collaborate with systems analysts, programmers, hardware engineers, and cross-functional teams to design and improve system architecture.
- Analyze user needs and software requirements to determine technical feasibility, design approach, and cost/time constraints.
- Modify and maintain existing databases and database management systems.
- Write and code logical and physical database descriptions, and guide others in database coding as needed.
- Develop compilers, utilities, and operating instructions to support mainframe operations.
- Conduct multidisciplinary research to support design and performance improvements.
- Coordinate software installations and monitor equipment functionality to ensure requirements and specifications are met.
- Troubleshoot technical issues, perform system changes, and ensure compliance with software standards and best practices.
- Support project planning activities, define scope and limitations, and participate in technical reviews.
QualificationsEducation & Experience:- Bachelor's degree in Computer Science, Software Engineering, or a related field required.
- 2-4 years of professional software engineering or mainframe application development experience.
Technical Skills:- Strong experience with COBOL in a mainframe environment.
- Required experience with IDMS.
- Experience with ADSO is a plus.
- Understanding of Agile development methodologies.
- Knowledge of the full Software Development Lifecycle (SDLC).
- Ability to troubleshoot application issues and implement system improvements.
- Working knowledge of computer hardware/software fundamentals.
- Familiarity with development tools/languages such as SQL, Visual Basic, or similar technologies.
Soft Skills:- Strong verbal and written communication abilities.
- Solid problem-solving skills and ability to work under general supervision.
- Strong customer-service mindset and interpersonal skills.
- Ability to manage time effectively and work independently when needed.
