Summary
Location: Iowa (Hybrid/Onsite as required)
Duration: Contract
The Iowa Department of Management (DOM) is seeking an experienced Application Product Analyst / Tester to support testing and analysis of applications used across critical public assistance programs, including Child Welfare, Child Care Assistance, Food Assistance, Medicaid, Child Support, and Family Investment Programs.
This role supports a wide range of change requests, from production fixes to large-scale system enhancements. The ideal candidate will have strong experience in manual and automated testing, test data management, and light business analysis, working closely with technical teams, stakeholders, and subject matter experts.
Key Responsibilities-
Perform manual testing and automated regression testing to validate system functionality against business and technical requirements

Develop and maintain master data test plans

Write and execute automated test scripts and regression suites

Create, manage, and maintain test data, test regions, and environments

Conduct UAT, functional, regression, and usability testing
-
Review and interpret business requirements, technical documentation, and system specifications
-
Gather and clarify requirements related to production issues and system enhancements
-
Support business process redesign initiatives, assessing both system and process impacts
-
Validate "to-be" business processes and ensure accurate documentation updates

Collaborate with development, QA, and client-facing teams to ensure smooth migration to production

Maintain comprehensive documentation in knowledge management tools or study libraries

Assist in preparing end-user documentation and training materials

5+ years of experience working on large enterprise or multi-million-dollar projects
-
5+ years of experience writing master data test plans
-
5+ years reviewing and interpreting business and technical documentation
-
5+ years independently managing UAT planning, scheduling, and risk-based testing
-
5+ years of experience extracting and documenting business rules from third-party tools and utilities
-
5+ years of experience documenting data transformations (daily, weekly, monthly)

Strong proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, Visio)

Excellent written and verbal communication skills

Strong interpersonal skills with the ability to work independently with minimal supervision

3+ years of experience using third-party testing tools and system utilities
-
Ability to visualize and propose cross-platform solutions
-
Experience supporting government or public-sector systems

Familiarity with homegrown and third-party enterprise applications

Strong analytical and problem-solving skills

Detail-oriented with a focus on quality and accuracy

Ability to balance technical testing with business analysis responsibilities
