Summary
Proposal Strategy & Planning
- Review and analyze solicitations to support Bid/No-Bid decisions.
- Participate in capture planning and proposal strategy sessions.
· Analyze solicitation requirements to guide proposal positioning.
- Translate solicitation requirements into compliant and compelling proposal approaches.
- Develop proposal outlines and schedules.
- Define and integrate winning themes, value propositions, and differentiators.
- Align proposal strategy with evaluation criteria and client objectives.
Content Development & Writing
- Lead the writing, editing, and production of RFIs, RFPs, RFQs, and capability statements.
- Write clear, persuasive, and technically accurate content for management, technical, staffing, and past performance sections.
- Transform SMEs’ inputs into client-focused, solution-oriented narratives.
- Ensure consistent integration of win themes and solution messaging throughout the proposal.
SME Engagement & Collaboration
- Facilitate content workshops and interview SMEs to extract technical details and solutions.
- Coordinate with pricing and recruiting (PS Group) teams for staffing and cost narratives.
- Integrate technical, staffing, and pricing content into a cohesive proposal.
Compliance, Quality & Reviews
- Ensure responses address evaluation criteria and RFP instructions.
- Perform compliance checks for formatting, page limits, and submission rules.
- Validate cross-references, resumes, tables, and graphics for accuracy and alignment.
- Coordinate and participate in color team reviews (Red, Gold) and incorporate feedback.
- Ensure proposals meet corporate quality, ISO, and CMMI documentation standards when applicable.
- Edit the responses for consistency, tone, structure, grammar, and formatting consistency.
Proposal Finalization & Submission
- Prepare final production packages for PDF, online portals, hard copy, or electronic submission.
- Apply proposal templates, branding, and style guides.
- Verify pagination, hyperlinks, bookmarks, naming conventions and file size limits.
- Manage final packaging and file delivery on on-time submission.
Knowledge Management & Reuse
- Maintain proposal libraries, boilerplate content, past performance, and reusable templates.
- Capture and document lessons learned and best practices from past submissions.
- Update corporate capabilities, case studies, and marketing collateral.
- Standardize content across proposals to improve efficiency and quality.
Process Improvement & Metrics
- Improve proposal development processes, templates and workflows.
Track key proposal metrics (win/loss, turnaround time, reuse effectiveness
- Support continuous improvement of Business Development documentation standards.
- Train contributors on proposal writing standards and compliance practices.
Required Qualifications
· Bachelor’s degree in Information Technology or Technical Writing
· Strong technical writing skills
· Excellent communication skills
· 5+ years of experience in proposal management, technical writing, and winning proposal writing experience
· Strong experience supporting RFIs, RFPs, and RFQs in government environments.
· Ability to translate technical concepts into clear, persuasive narratives.
· Experience managing multiple deadlines in fast-paced environments.
· Strong editing, organization, and stakeholder management skills.
- Must be familiar with project lifecycle methodologies
- Prepare slides for presentations
- Must be a team player and collaborate with team members
Preferred Qualifications
· Familiarity with ISO, CMMI, and corporate quality standards.
· Experience working with SMEs, capture managers, and pricing teams.
- Ability to develop graphics if required
