Financial Crime Compliance (FCC) Oversight Director

A Financial Crime Compliance (FCC) Oversight Director is a senior "Second Line of Defense" leadership role responsible for the independent governance and challenge of an organization s financial crime controls. The role increasingly integrates oversight of digital assets, AI-driven monitoring, and real-time regulatory reporting.
Core Responsibilities

• Independent Risk Oversight: Provides "check and challenge" to the first line (business units) to ensure operations align with risk appetite and regulatory requirements.
• Program Governance: Develops and executes risk-based strategies for Anti-Money Laundering (AML), Sanctions, Fraud, and Anti-Bribery and Corruption (ABAC) programs.
• Regulatory Liaison: Acts as the primary senior contact for federal regulators (e.g., FinCEN, OCC) and internal/external auditors during examinations.
• Quality Assurance & Testing: Leads independent quality assurance (QA) functions to test the design and effectiveness of transaction monitoring, SAR filings, and customer due diligence.
• Strategic Reporting: Provides regular risk reporting and metrics to the Chief Risk Officer (CRO), Board of Directors, and Risk Committees.
• Digital & Emerging Risk: Oversees the integration of new technologies (AI/automation) and manages risks associated with new products like digital assets or public/private blockchains.

Typical Qualifications

• Education: Bachelor s degree in Finance, Law, or Risk Management is required; an MBA, JD, or relevant Master s is highly preferred.
• Experience: 10+ Years of progressive experience in financial crimes, with at least 5 7 years in senior leadership roles.
• Certifications: Professional credentials such as CAMS (Certified Anti-Money Laundering Specialist) or CFE (Certified Fraud Examiner) are preferred

Key Skills

• Regulatory Expertise: Deep knowledge of the Bank Secrecy Act (BSA), USA PATRIOT Act, OFAC sanctions, and international standards like FATF.
• Data Literacy: Proficiency in using data analytics, Power BI, or Tableau to interpret trends and inform risk-based decision-making.
• Executive Presence: Ability to communicate complex regulatory risks to C-suite executives and board members.
