Job Description
We are seeking a Technical Service Delivery Lead / IT Program Manager III to join our team. The ideal candidate will have strong experience in enterprise-scale solution delivery, Agile program management, and requirements engineering and a proven ability to translate business needs into executable technical designs and deliver complex applications.
Responsibilities:
- Apply technical knowledge to determine end-to-end design requirements for large, enterprise initiatives.
- Partner with business stakeholders to define strategies, gather requirements, and develop functional designs aligned to objectives and existing infrastructure.
- Drive and participate in the design, development, and implementation of complex enterprise applications using modern technologies.
- Translate requirements and functional designs into technical designs and ensure test plans and scripts meet customer needs.
- Manage projects, including scope, timelines, and budgets, with minimal supervision.
- Act as a communication hub between technology teams and business partners or product owners.
- Analyze current processes and systems to identify gaps, risks, mitigation strategies, and improvement opportunities.
- Create JIRA Epics, Stories, Spikes, and Tasks with clear acceptance criteria, process models, and technical requirements.
- Collaborate with Product Owners to evaluate features, write effective user stories, and document business rules.
- Support testing by clarifying requirements and determining whether issues represent defects or new requirements.
Required Skills & Qualifications:
- 9+ years as a Program Manager or similar, delivering technology projects across the SDLC.
- 7+ years of practical Agile experience with Scrum teams and Agile delivery practices.
- Proficiency with JIRA and Confluence for documenting and managing Epics, Stories, and acceptance criteria.
- Demonstrated ability to elicit requirements, create process flows, and define functional and technical specifications.
- Strong collaboration skills with developers, testers, and business stakeholders to ensure shared understanding of requirements and outcomes.
- Excellent written and verbal communication with facilitation and presentation capabilities.
- Working knowledge of project management principles and tools across Waterfall and Agile methodologies.
- Intermediate or higher proficiency with Microsoft Office, including Visio, for graphics, workflows, and illustrations.
- Bank of America EET domain experience.
Preferred Skills:
- Experience as a Product Owner or working closely with Product Owners to define business needs.
- Business analysis experience converting business needs into Epics and Stories and refining business processes and testing approaches.
- Experience with SQL and data tools.
- Familiarity with Horizon toolset and Jira Align.
- Change Management and Release Management exposure within enterprise environments.
- Prior Bank of America experience.
