I am reaching out for a Senior Technical Project Manager / Scrum Master opportunity supporting a tolling modernization program. This role will initially focus heavily on traditional project management, with increasing Scrum Master responsibilities as Agile teams mature.

Key Responsibilities:

Manage project plans, schedules, resources, dependencies, risks, issues, and deliverables.
Coordinate development, QA, cloud, security, and operations teams.
Lead project status reporting and communicate progress, risks, and issues to leadership.
Facilitate Scrum ceremonies including Sprint Planning, Daily Standups, Backlog Refinement, Sprint Reviews, and Retrospectives.
Support Product Owners and Business Analysts with backlog readiness and organization.
Guide teams toward structured Agile/Scrum practices.
Monitor work in Azure DevOps and support ticket-based development activities.
Coordinate release planning and delivery sequencing.
Drive process improvements, documentation, reporting, and delivery practices.
Ensure compliance with VDOT/VITA project management guidelines.

Required Qualifications:

8+ years of technical project management experience using both Waterfall and Agile methodologies.
PMP and CSM certifications required.
8+ years managing modernization or cloud-related projects.
Strong understanding of SDLC.
Experience working with development, QA, and engineering teams.
Strong Scrum/Agile knowledge and experience facilitating Scrum ceremonies.
8+ years with Azure DevOps or similar tools.
8+ years with Microsoft Planner Premium or similar project management tools.
Advanced Microsoft Excel, Visio, and MS Office skills.
Strong communication, organization, and independent ownership skills.

Desired Qualifications:

10+ years of technical project management experience.
Experience with microservices and/or API-driven environments.
Experience implementing delivery process improvements.
Tolling or transportation industry experience.
