Summary

We are seeking a dual-role Senior Technical Project Manager / Scrum Master to support the Virginia Department of Transportation (VDOT) Tolling Modernization Program. This position manages project planning, risk mitigation, delivery tracking, and cross-team coordination for a new microservices architecture. The role balances traditional project management (waterfall/hybrid governance) with Scrum Master leadership, facilitating Agile ceremonies and guiding engineering, cloud, QA, and operational teams as they mature their Agile practices.

Client: Virginia Department of Transportation (VDOT) / Commonwealth of Virginia

Location: Mechanicsville, VA

Work Arrangement: Hybrid

Role Type: 9-Month Contract

Interview Process: Either In-Person or Web Cam

Key Responsibilities

  • Project & Delivery Management: Develop and maintain project plans, schedules, resource allocations, and dependency tracking for microservices and cloud modernization initiatives.
  • Scrum Master Leadership: Facilitate all Scrum ceremonies (Sprint Planning, Daily Standups, Backlog Refinement, Sprint Reviews, and Retrospectives); guide teams in transitioning to structured Scrum execution.
  • Cross-Functional Coordination: Collaborate directly with software development, QA, cloud infrastructure, security, and operations teams to streamline delivery workflows.
  • Agile Tooling & Tracking: Manage work items, backlogs, boards, and delivery visibility using Azure DevOps (ADO) and Microsoft Planner Premium.
  • Risk & Compliance Management: Track risks, issues, scope, and budget metrics; ensure full compliance with VDOT and VITA project management guidelines.

Required Qualifications & Experience

  • Certifications: Active PMP and CSM (Certified ScrumMaster) certifications are strictly required.
  • Technical Project Management: 8+ years of technical project management experience across both Waterfall and Agile methodologies.
  • Cloud & Modernization: 8+ years managing software modernization, cloud transformation, or enterprise application delivery.
  • Scrum & Agile Facilitation: 8+ years facilitating Scrum ceremonies, managing backlogs, and leading Agile teams through the full SDLC.
  • Agile Work Platforms: 8+ years of hands-on experience using Azure DevOps (Boards, tracking, sprints) and Microsoft Planner Premium.

Desired Qualifications

  • 10+ years of technical project management experience in complex IT environments.
  • Experience supporting microservices, distributed systems, or API-driven architectures.
  • Domain background in tolling systems, intelligent transportation systems (ITS), or state transportation agencies
