- Jira / Azure DevOps or similar Agile lifecycle management tools.
- Project & Portfolio Management tools such as MS Project, Clarity, Primavera.
- Collaboration tools including Microsoft Teams and SharePoint.
Overall Experience Requirements
- 5+ years of experience managing large-scale IT projects or multi-year transformation programs.
- Experience delivering projects in Hybrid Agile environments combining iterative development and waterfall controls.
- Experience working with state agencies or government systems (preferred).
- Proven ability to manage multi-vendor delivery teams, architecture workstreams, and large stakeholder groups.
Program Governance & Phase Gate Management
- Facilitate project progress through Hybrid Agile phases:
  - Initiation → Planning → Design & Development → Testing & Validation → Transition → Post Implementation.
- Ensure compliance with governance artifacts such as Project Charter, PM Plan, RA Matrix, Requirements Baseline, and Roadmaps.
- Coordinate with PMO, Architecture, OCM, QA, and IV&V stakeholders across the transformation office.
Agile Delivery Leadership
- Facilitate Agile ceremonies including daily standups, sprint planning, backlog refinement, demos, and retrospectives.
- Ensure alignment between sprint cycles and release plans.
- Track and report Agile metrics such as velocity, burndown, risks, and dependencies.
Scope, Schedule & Risk Management
- Build and manage integrated project workplans across Agile and waterfall workstreams.
- Conduct fit-gap and feasibility analysis with technical teams.
- Perform continuous risk assessment and mitigation across vendors, systems integration, security, and compliance.
Stakeholder & Change Management

Coordinate cross-functional workshops, requirement validation sessions, and design reviews with business and IT stakeholders.
Support Organizational Change Management (OCM) activities such as readiness assessments, communication planning, and training cycles.

Cutover, Release & Transition Management

Oversee mock cutovers, deployment rehearsals, deployment readiness checks, command center setup, and go-live activities.
Ensure proper documentation aligned with Hybrid Agile Framework (HAF) implementation phases.
Manage post-implementation stabilization and KPI tracking.

Leadership & Communication

Support executive-level communication and stakeholder management.
Ability to influence cross-functional teams without direct authority.
Strong skills in conflict resolution, prioritization, and decision facilitation.
