JOB SUMMARY
District of Columbia is seeking an experienced Master Program Manager to provide portfolio-level oversight for a large web transformation program supporting 100+ agency websites.
The flagship initiative is the dc.gov redesign, including design implementation, content migration, agency-wide launch, and AI-powered search integration.
The ideal candidate will bring strong program governance, portfolio management, stakeholder coordination, requirements gathering, Drupal/CMS migration expertise, vendor/SOW experience, and the ability to provide OCTO leadership with clear visibility into project status, risks, dependencies, milestones, and delivery readiness.
KEY RESPONSIBILITIES
• Manage a portfolio of concurrent web and technology initiatives.
• Establish and maintain RAID logs, milestone schedules, dashboards, and action tracking.
• Create recurring executive status reporting for OCTO leadership.
• Gather requirements and define project scope with technical and business SMEs.
• Translate business and technical requirements into actionable project plans.
• Support vendor SOW development, deliverables, acceptance criteria, and scope definition.
• Track risks, issues, dependencies, milestones, and action items.
• Escalate project risks and blockers to leadership.
• Support website launch, content migration, QA, content auditing, and change management.
• Provide program oversight for the dc.gov redesign.
• Coordinate multiple agencies, vendors, SMEs, and enterprise stakeholders.
• Support AI/ML-related project delivery, dependencies, and timelines.
REQUIRED QUALIFICATIONS
• 11+ years of Program/Project Management experience.
• 16+ years of overall experience preferred for Master-level qualification.
• 8+ years of requirements gathering and project scoping.
• 6+ years of Drupal CMS, content migration, and CMS administration.
• 10+ years of stakeholder management in government/enterprise environments.
• Experience managing large-scale website/CMS transitions and migrations.
• Experience managing multiple concurrent projects and competing priorities.
• Bachelor’s degree in IT, Computer Science, Business, Project Management, or related field, or equivalent experience.
• Strong executive communication and stakeholder management skills.
HIGHLY DESIRED
• 8+ years of website launch planning/change management.
• 11+ years of QA/content auditing experience.
• 5+ years of government vendor/SOW/deliverable scoping.
• PMP certification.
• DC government or comparable public-sector experience.
DESIRED
• 3+ years of AI/ML project delivery experience.
• Experience with AI-powered search or enterprise web modernization.
