The selected hire will be expected to be onsite 80% for the first six months, and then 60% after six months.
Project Details:
The project manager will work with a team consisting of a programmer and business process analyst to guide development of an updated interface for a public-facing court system workflow. Responsibilities will include working with court system partners and the National Center for State Courts to bring a grant-funded project from the business requirements gathering phase to implementation. Ideal candidate will be available to manage additional court system IT projects as needed. Skills needed include strong attention to detail; ability to collaborate successfully with a variety of stakeholders, including those with divergent perspectives; ability to organize and prioritize work and meet deadlines; and the ability to adapt and respond to changing work situations and environments.
The Project Manager will lead the delivery of projects related to CCAP s strategic objectives designed to deliver superior technology solutions and services to the Wisconsin Court System. This role provides direction and leadership to project teams; is responsible for project initiation and planning activities; monitoring project schedules, progress, and resources; communicating with project stakeholders, management, or other relevant parties; and project closure deliverables. This position works under general supervision; may assign duties and responsibilities to staff during coordination of project work; and reports to the Deputy Chief Information Officer.
Time and Percentages
- 40% Successful delivery of enterprise projects and other initiatives that support strategic direction of court system technology. Oversight over all phases of project delivery, including: leading projects from requirements definition through deployment; monitoring project constraints, including scope, timeline, and budget; motivation of project resources by providing direction and purpose; and cross-functional collaboration and communication.
- 20% Assist in the development or refinement of organizational project management best practices to ensure the projects are completed on time and use CCAP resources effectively.
- 20% Define, document, and communicate project status and constraints utilizing CCAP project management software and standards.
- 10% Coordinate change management activities required for successful implementation and operationalization.
- 5% Establish and maintain relationships with project teams and relevant stakeholders.
- 5% Serve as the primary point of contact for customers, as required, to escalate project related issues.
Knowledge, Skills, and Abilities Required
- Excellent knowledge of project management methodologies, tools, and best practices.
- Excellent knowledge of information technology solution tools for a variety of applications.
- Excellent knowledge of change management techniques and tools.
- Excellent knowledge of agile software development process and methodologies.
- Experience with Scrum is preferred.
- Strong written and verbal communication skills.
- Ability to independently lead technical projects and teams.
- Strong attention to detail.

Education and Experience
- 1 3 years of project management experience leading information technology implementations.
- 3+ years of experience in information technology or related field
- Experience with project management software (Asana, MS Project, Visio, Smartsheet, Microsoft Office Suite, etc.)
- Associate s or Bachelor s degree preferred.
- Experience leading, directing, mentoring and influencing teams.
License and/or Certificates Required
PMP or similar project management certification preferred.
Discretion
The Project Manager works under the general supervision of the Deputy Chief Information Officer. The individual in this position is expected to exercise a significant level of independent professional judgment in leading projects, providing performance feedback, and providing assistance in supporting technical systems critical to ensuring the ongoing functioning of the Wisconsin Court System technical enterprise.
Supervisory Authority
This position is responsible for coaching, providing direct feedback to, scheduling, assigning, reviewing, and educating project team members, but does not have direct supervisory authority.
Work Environment
The position generally works indoors in an office setting with temperature controls and reasonably low noise levels. Occasional travel to off-site locations is required for training, meetings, and other events.
Physical Demands
The position requires some physical effort. Physical demands include frequent standing, walking, sitting, handling, grasping, talking, hearing, repetitive motions, and hand-eye-foot coordination. Physical demands can also include occasional reaching and feeling, and rare lifting, carrying, pushing, pulling, climbing, balancing, stooping, kneeling, crouching, and crawling.
