Project Manager 3 - Health & Human Services IT Modernization

Job Description

Seeking a senior-level Project Manager 3 to lead the modernization of the State of Texas Automated Information Reporting System (STAIRS). This project focuses on enhancing the existing system and automating additional business functions to improve tracking, monitoring, auditing, and reporting of service provider cost reports and documentation.

The Project Manager will oversee end-to-end project execution, ensure compliance with Texas Project Delivery Framework standards, manage stakeholder communications, and guide the project through major modernization milestones in alignment with PMI and State of Texas governance requirements.

Key Responsibilities

• Manage large-scale IT modernization projects from initiation through delivery
• Develop and maintain project documentation, presentations, and required artifacts
• Provide weekly written and verbal project status updates and conduct team status meetings
• Present project updates to executive leadership, oversight bodies, and QAT committees
• Identify, document, and escalate project risks and issues; develop mitigation and contingency plans
• Act as a liaison between business stakeholders, technical teams, and external partners
• Manage project scope, schedule, budget, and resource allocation
• Ensure project compliance with HHSC standards, policies, and Texas Project Delivery Framework
• Oversee SDLC artifacts and ensure alignment with approved business requirements
• Track development progress and ensure deliverables meet quality and timeline expectations
• Provide on-call support as required based on project phase

Required Skills & Experience

• Strong understanding of PMI framework, Project Delivery Framework, and QAT reporting
• Proven ability to manage complex enterprise-level IT modernization projects
• Experience leading legacy system modernization initiatives
• Excellent communication skills with the ability to explain complex technical and business concepts
• Strong stakeholder management and leadership capabilities
• Experience managing cross-functional teams and vendor relationships

Minimum Requirements

• 10+ years of project management experience in large-scale enterprise implementations
• 8+ years of State of Texas or comparable federal/state project management experience
• 8+ years of experience leading and managing legacy system modernization projects
• Demonstrated experience managing scope, schedule, budget, risks, and deliverables

Preferred Requirements

• Experience with Texas Project Delivery Framework
• Experience with low-code / no-code platforms
• Experience working with Texas statewide systems
• Knowledge of State of Texas QAT process for Major Information Resource Projects (MIRP)
