Rate: $30 $35/hr
Job Description
The State of Arkansas is seeking a skilled Business Analyst to support various state agency programs, system enhancements, and operational improvement initiatives. The BA will work closely with business stakeholders, technical teams, and project leadership to gather requirements, document processes, and ensure successful delivery of IT and business solutions.
Responsibilities
Meet with business stakeholders to understand objectives, gather requirements, and document business needs.
Develop detailed Business Requirements Documents (BRD), Functional Requirements, and User Stories.
Create workflow diagrams, process maps, data flow diagrams, and use case documentation.
Facilitate JAD sessions, requirement workshops, sprint planning, and user acceptance testing (UAT).
Analyze current business processes and recommend improvements or automation opportunities.
Work closely with Developers, QA teams, and Project Managers to ensure alignment on requirements.
Assist in system testing, validating requirements, and ensuring product readiness for deployment.
Prepare project documents including meeting notes, status reports, user guides, and training materials.
Support change management, communication plans, and stakeholder coordination.
Ensure compliance with State of Arkansas project governance standards and methodologies.
Required Skills
4 6 years of Business Analyst experience in IT or public-sector projects.
Strong experience in gathering, analyzing, and documenting requirements.
Proficiency in tools such as Jira, Confluence, MS Visio, MS Office Suite.
Experience in creating workflows, BRDs, FRDs, and use case documentation.
Excellent communication, stakeholder management, and analytical thinking skills.
Ability to work onsite and collaborate with cross-functional teams.
Experience supporting UAT, functional testing, and requirement validation.
Preferred Skills
Prior experience working with State Government, especially Arkansas agencies.
Experience in Agile/Scrum methodologies.
Familiarity with data analysis, SQL, reporting tools, or basic technical understanding.
Knowledge of public-sector systems such as finance, health services, human services, or transportation.
Education
Bachelor s degree in Business Administration, Information Systems, Computer Science, or related field (or equivalent experience).
