Job Overview:
The Testing Lead is responsible for planning, coordinating, and executing all testing activities for the implementation of a statewide Case Management System supporting Home and Community-Based Services (HCBS) Waiver programs for the Missouri Department of Mental Health, Division of Developmental Disabilities. This role provides leadership across system, integration, user acceptance, and readiness testing to ensure the solution meets functional, technical, and regulatory requirements prior to each phased go-live.
Responsibilities:
Test Strategy & Planning
- Develop and maintain the Master Test Plan, test schedules, and testing approach across all project phases
- Define testing scope, environments, tools, entry/exit criteria, and defect management processes
- Ensure testing activities align with CMS MES testing guidance and support certification readiness
Test Execution & Coordination
- Lead and coordinate execution of testing activities, including system testing, integration testing, regression testing, and User Acceptance Testing (UAT)
- Coordinate with state-designated testers and provider representatives to support UAT execution and readiness
- Oversee defect tracking, prioritization, triage, retesting, and resolution in collaboration with technical teams
- Monitor testing progress against schedule and escalate risks, issues, or dependencies as needed
Governance, Reporting & Quality
- Provide regular testing status reporting, including test progress, defect metrics, risks, and readiness indicators
- Support IV&V activities by providing required test artifacts, results, and documentation
- Ensure testing deliverables meet state-defined acceptance criteria and quality standards
- Participate in key governance meetings, reviews, and milestone readiness checkpoints
Collaboration & Readiness Support
- Collaborate with configuration, integration, conversion, training, and operations teams to ensure end-to-end system readiness
- Support Operational Readiness Reviews (ORR), pilot go-live activities, and post-implementation stabilization
- Assist with validation of business rules, workflows, and interfaces supporting HCBS program operations
Qualifications:
- Minimum of five (5) years of experience leading testing efforts for large-scale enterprise system implementations of similar scope and complexity
- Experience testing Case Management, Medicaid, HCBS, eligibility, or health and human services systems
- Demonstrated experience leading UAT efforts involving state agencies or large user communities
- Strong understanding of test management practices, defect lifecycle management, and quality assurance standards
- Experience working within formal project governance and multi-vendor delivery environments
- Proficiency with test management and defect tracking tools (e.g., Jira, Azure DevOps, ALM, or similar)
Preferred:
- Experience supporting CMS certification activities or Medicaid Enterprise Systems (MES)
- Prior experience collaborating with IV&V teams
- Familiarity with SaaS/COTS implementations and phased rollout strategies
- Strong communication skills and ability to coordinate across technical and business stakeholders
