Role: Senior Business Analyst
Location: Austin, TX (Remote)
Role Overview
Reviews, analyzes, and evaluates business systems and user needs to formulate solutions aligned with business strategies. Experienced in business process reengineering, identifying technology applications for business problems, industry-standard process mapping, and reengineering. Prepares solution options, risk assessments, and financial analyses (e.g., cost/benefit, ROI, buy/build). Writes detailed user needs, program functions, and development steps.
This senior-level role - transforms the Texas No Wrong Door (NWD) system a network of "front doors" for person-centered access to long-term services and supports (LTSS). Reports directly to the Director of the Office of Aging Services Coordination.
Key Responsibilities
- Create and execute secret shopper plans to test NWD system interactions, identifying strengths and gaps in LTSS referrals.
- Elicit, document, and analyze business/technical requirements with stakeholders for an interoperable referral system across "doors."
- Review existing processes to identify trends, issues, and improvement opportunities.
- Assess solutions and recommend IT improvements to meet business needs.
- Act as liaison between program areas, stakeholders, subject matter experts, and IT to coordinate automation of new/improved systems.
Knowledge, Skills, and Abilities
- Strong analytical and problem-solving skills.
- Excellent communication, interpersonal abilities, and experience with government regulations/processes (preferred).
Minimum Requirements
Required Experience (8+ Years Each):
- Eliciting business and technical requirements.
- Communicating complex design/technical issues; writing business cases and planning documents.
- Effective verbal, written communication, and presentations.
- Gathering input, formulating plans, and executing them.
- Providing exceptional follow-through and customer service.
Preferred Experience:
- 1+ years with government regulations and processes.
