• In-depth working knowledge of California Project Approval Lifecycle (PAL) for state IT projects, including approval gates, governance, and required deliverables

2. SDLC, Governance & Compliance

• 5+ years of experience managing SDLC-based projects

• Proven ability to align project planning, budgeting, procurement, and documentation with federal, state, and agency-specific standards

• Familiarity with federal guidelines, acquisition regulations (FAR), and compliance-driven project environments

3. Stakeholder Management & Communication

• Exceptional leadership, communication, and organizational skills

• Proven ability to manage cross-functional teams and act as the primary liaison between clients, internal teams, subcontractors, and external stakeholders

• Strong experience delivering executive-level status reports, briefings, and project documentation

Role Overview – State IT Project Management

The Project Manager will lead high-visibility, complex initiatives for the State of California. This role requires end-to-end ownership of project delivery while ensuring alignment with the California PAL framework, federal guidelines, and contractual requirements. The position is hybrid, with on-site meetings in Sacramento required as needed.

Key Responsibilities

• Lead projects across all phases: planning, execution, monitoring, and close-out

• Develop, maintain, and control project plans, schedules, budgets, and resource forecasts

• Manage and coordinate cross-functional project teams to ensure alignment with program goals

• Serve as the primary point of contact for the client and all project stakeholders

• Identify project risks, develop mitigation strategies, and proactively resolve issues

• Prepare and deliver project status reports, briefings, and formal documentation

• Ensure compliance with federal, state, and contractual standards

• Apply project management methodologies such as PMBOK, Agile, or Hybrid approaches as appropriate

Preferred Qualifications

• Master’s degree in Business, Public Administration, or a related field

• Experience supporting DOJ or law enforcement–related agencies

• Familiarity with FAR and DOJ-specific guidelines
