Title: GIS (ESRI) Technical Analyst
Duration: 11 months
Location: Sacramento, CA (Hybrid onsite every other Thursday, twice per month)
Job Description: A public-sector organization is seeking a leased employee resource to support its IT organizational portfolio for 2026. The GIS (ESRI) Technical Analyst will assist with operational projects and enhancement requests, providing specialized technical services to support geospatial data integration, management, and application development.
The selected analyst will support geospatial data integration, management, and application development initiatives. Key responsibilities and deliverables include:
Key Responsibilities
1. Develop and Document ESRI Schema and Integration Requirements
Analyze business and data integration needs to document ESRI database/schema requirements for geospatial data and integration scenarios
Collaborate with stakeholders and technical teams to define schema structures and integration touchpoints
2. Create ESRI Enterprise Geodatabase
Design and implement an ESRI Enterprise Geodatabase for centralized storage and management of geospatial datasets
Configure data models, spatial references, and security settings according to documented requirements
3. Support Virtual Server Deployment
Ensure virtual server deployments comply with ESRI system requirements, including installation of SQL Server and ArcGIS Enterprise Geodatabase
Collaborate with internal application administration teams to provision servers and deploy database components
4. Build ESRI Feature Classes for Data Integration
Develop and configure feature classes within the Enterprise Geodatabase to support integration and storage of data from multiple applications and platforms
Define feature class schema complexity based on documented requirements
5. Develop and Support Application Integrations
Develop and support integrations between ESRI and other applications using API, REST, and database integration methods
Coordinate with business and IT teams to enable seamless data exchange between ESRI, enterprise service buses, and other platforms
6. Develop and Deploy ESRI Web Map Services
7. Develop and Update ESRI Mapping Applications
Design, update, and deploy mapping applications using integrated datasets
Ensure usability, performance, and security best practices are met to improve business processes
All work must be fully documented according to organizational standards, with technical knowledge transfer provided as required. The role requires close collaboration with IT resources, business stakeholders, and project teams to ensure alignment with organizational data and integration goals.
Mandatory Requirements
The proposed GIS (ESRI) Technical Analyst must meet the following minimum qualifications:
Proven technical expertise in GIS concepts, analysis, and tools
Hands-on experience with ESRI ArcGIS Enterprise (Server, Portal, Datastore)
Experience with ESRI mobile applications such as Survey123, Collector, and Runtime
Experience working with ESRI ArcGIS Spatial Database Engine (SDE)
Proven experience developing and deploying GIS server technologies
Database experience with Oracle and/or SQL Server, including triggers and procedures
Programming experience with Python, .NET, and JavaScript
Demonstrated experience designing and deploying ESRI Enterprise Geodatabases, feature classes, schemas, and publishing web map/feature services
Experience updating and deploying map layers, configuring pop-ups, symbology, scale, queries, and filters
Desirable Qualifications
Experience working with utility-related spatial data
Recent ESRI training, certifications, or recent project experience
