The Oklahoma State Department of Health is seeking a CBCAP Program Specialist . The purpose of the CBCAP Program Specialist position is to provide coordination of development, implementation, and support to programs, projects, and initiatives funded through the Oklahoma State Department of Health, Family Support and Prevention Service, CBCAP program.
This position increases the state’s ability to respond to priority populations identified by federal legislation addressing the prevention of child abuse and neglect, known as the Child Abuse Prevention Act (CAPTA), by identifying needs at the community and systems level that are impacting parents, parents and/or children with a disability, racial and ethnic minority populations, members of underserved or underrepresented groups, fathers, homeless families and those at risk for homelessness, unaccompanied homeless youth, and adult former victims of child abuse and neglect or domestic violence.
This position functions as the program specialist for the implementation and growth of the Oklahoma Family Support Network (OFSN) and provides support to funded and non-funded entities that wish to be identified as an OFRC member. This position is responsible for the organization of CBCAP-funded training and will collaborate with the CBCAP Grant Coordinator on activities to meet CBCAP grant deliverables. This position will work collaboratively with partners within the OSDH and other national, state, and local level partners.
Training Coordination – This position will be expected to become a trained trainer for at least one training that is supported through CBCAP funding. Additionally, this position will serve as the coordinator for this training to ensure that training is scheduled on a consistent basis, there are trainers scheduled for each training, all deliverables to the national partners whom training is through are met, and statewide engagement is completed to ensure that training is successful.
OFSN Network Support – This position will work collaboratively with the CBCAP Grant Coordinator and other partners to ensure ongoing implementation of the OFSN is completed along with continuous outreach and growth of the network. This includes but is not limited to statewide engagement efforts of potential partners, providing presentations as requested, and facilitating monthly network meetings. This also includes direct support to network members.
Will work collaboratively to collect needed data and prepare reports or documents pertaining to departmental activity such as annual reports, funding applications, the Oklahoma State Plan for Child Abuse and Prevention, etc.
Coordinate and maintain records according to agency and program area records management and disposition requirements.
Performs program planning, development and evaluation activities, and organizing and supporting program services and activities.
Develop OFSN-related reports to inform on best practices and programming activities–this includes but is not limited to reporting for CBCAP and any reporting for national partners.
Perform duties related to communication, outreach, and stakeholder engagement specifically related to the development and sustainability of Parent Advisory Committees and other parent engagement, the training and implementation of the Standards of Quality for Family Strengthening and Support, the Oklahoma Family Support Network, and other areas.
Requires effective working relationships with others, to communicate effectively and to exercise good judgment in analyzing situations and making decisions.
Establish and maintain positive and supportive working relationships.
Organize and carry out Quality Assurance/Quality Improvement activities.
Develop and distribute CBCAP and OFSN communication materials.
Develop and maintain CBCAP and OFSN Policies and Procedures.
Collaborate to develop a schedule for the Standards of Quality for Family Strengthening and Support training through the National Family Support Network as well as other OFSN, FRC, and parent engagement-centered training on at least a quarterly basis.
Collaborate to develop a plan for active participation with the National Family Support Network.

Bachelor's degree in Behavioral Health, Social Work, Public Health, Education, or other equivalent areas AND
Two years of work and/or educational experience focused on:
Services for children and families
Infant/early childhood mental health
Family resource centers project management
Health equity
Social determinants of health
Community health and/or community engagement
Classroom management, or other equivalent experience or studies.
Administrative & Core Skills: Knowledge of spelling, punctuation, and business English; of business mathematics; of modern office methods and procedures; of the maintenance of complex records; and of the major policies and procedures governing assigned programs.
Program & Grant Management: Ability is required to plan, coordinate, and manage contracts within grant guidelines and agency policies and procedures.
Relationship & Communication: Ability to establish and maintain effective working relationships with internal and external partners; communicate effectively both orally and in writing .
Problem Solving & Analysis: Ability to interpret, analyze, and resolve highly complex administrative and contracting problems .
Financial & Data Tools: Ability to utilize Excel spreadsheets for budget preparation and the analysis of expenditures .
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, the employee is required to talk, stand, walk, and reach with hands and arms. This position requires long periods of sitting and daily use of a computer and phone. Telework may be considered for a portion of this job based on the employee’s skills and abilities and is subject to OSDH policy and the supervisor’s discretion.
