An Engineer, 3 oversees the design, development, implementation, and analysis of technical products and systems.  An Engineer, 3 has broad knowledge of engineering procedures and assists in the resolution of complex problems.  An Engineer, 3 has strong technical skills and background, a knack for learning new technologies, and a blend of good problem-solving and innovation needed to resolve a wide variety of technical production challenges.


Functional Job (LCAT) Information:
The Configuration Management & Documentation Specialist/Tech Writer will provide technical documentation, configuration management, change management, and knowledge management support for the program. The specialist will work closely with cybersecurity architects, engineers, project managers, technical SMEs, and Government stakeholders to develop, maintain, control, organize, and publish accurate technical documentation throughout the system and project lifecycle.


Responsibilities:

  • Develop, edit, format, maintain, and publish technical documentation supporting cybersecurity architecture, security engineering, operations, modernization, and program management activities.
  • Translate complex technical concepts, engineering designs, cybersecurity requirements, and SME input into clear, concise, accurate, and audience-appropriate documentation.
  • Develop and maintain technical products such as standard operating procedures (SOPs), technical procedures, plans, reports, diagrams, templates, configuration documentation, training materials, test documentation, and other contract deliverables.
  • Review technical documents for clarity, consistency, accuracy, completeness, grammar, formatting, terminology, and compliance with Government-approved templates and standards.
  • Coordinate with cybersecurity architects, engineers, analysts, developers, project managers, and other technical SMEs to collect information and ensure documentation accurately reflects technical solutions, system configurations, risks, requirements, and operational processes.
  • Document technical processes, system configurations, operational procedures, change-management processes, and configuration-management procedures to establish an accurate and auditable technical record.
  • Support the development and maintenance of configuration-management and change-management processes for systems, applications, infrastructure, documentation, and technical deliverables.
  • Identify, establish, track, and maintain configuration items, including hardware, software, technical documentation, system components, baselines, and other controlled deliverables.
  • Maintain accurate records of configuration status, document revisions, approvals, ownership, dependencies, and changes throughout the project lifecycle.
  • Support the establishment and maintenance of configuration baselines and ensure technical documentation remains synchronized with the current Government-approved system or engineering baseline.
  • Maintain and support a centralized Configuration Management Database (CMDB) or comparable configuration repository to ensure configuration information is current, accurate, traceable, and accessible to authorized stakeholders.
  • Apply IT Service Management (ITSM) and ITIL principles and practices to configuration, change, document, and lifecycle-management activities.
  • Establish and maintain an organized, searchable, and version-controlled Artifact Library that serves as the authoritative repository for contract-related documentation and technical artifacts.
  • Apply Government-approved taxonomy, naming conventions, metadata, document categorization, version control, and records-management practices to technical artifacts.
  • Ensure plans, reports, diagrams, templates, SOPs, configuration documents, test evidence, technical deliverables, and other required artifacts are properly stored and maintained within the approved repository.
  • Maintain document histories and ensure artifacts clearly identify appropriate dates, versions, revisions, approvals, status, and configuration baseline information.
  • Ensure documentation reflects the most recent Government-approved baseline and coordinate updates when systems, requirements, processes, architectures, configurations, or technical solutions change.
  • Implement and maintain document-access controls so that only authorized personnel can add, modify, approve, or delete controlled artifacts.
  • Support timely submission, publication, and repository upload of all contractually required technical deliverables.
  • Perform quality-control reviews of deliverables prior to Government submission to verify compliance with formatting, template, content, accessibility, and documentation requirements.
  • Ensure documentation complies with applicable Section 508 accessibility requirements and Government-approved templates.
  • Support development and maintenance of Security Architecture, Security Engineering, and Cybersecurity Operations documentation, including assessment reports, risk analyses, architecture artifacts, configuration baselines, technical recommendations, and implementation guidance.
  • Develop and maintain technical configuration documentation describing system or workflow configurations, setup parameters, routing logic, interfaces, integration points, architectures, and operational procedures.
  • Develop stakeholder training guides and user documentation providing clear, step-by-step instructions for technical and non-technical audiences.
  • Develop or support preparation of meeting minutes, technical briefing materials, status reports, information papers, recommendation reports, and executive-level presentations.
  • Support development and maintenance of technical diagrams, data-flow descriptions, architecture documentation, network topology information, process flows, and system configuration descriptions.
  • Maintain traceability between technical requirements, configuration items, engineering changes, documentation updates, and approved system baselines.
  • Support formal change-control activities, including documenting proposed changes, tracking approval status, updating affected documentation, maintaining revision history, and verifying implementation records.
  • Participate in configuration-control, technical-review, engineering, and project meetings and document decisions, actions, technical changes, risks, and required documentation updates.
  • Coordinate document reviews and approval workflows among Government stakeholders, project leadership, cybersecurity SMEs, and engineering teams.
  • Monitor documentation status and identify missing, outdated, inconsistent, or noncompliant artifacts, coordinating corrective updates with responsible technical personnel.
  • Support knowledge management and knowledge transfer by ensuring technical information is organized, accessible, current, and sufficiently documented for continued operations and future personnel.
  • Develop and maintain documentation necessary to support transition activities, including policies, procedures, SOPs, baseline information, metrics, technical documentation, and knowledge-transfer materials.
  • Protect sensitive information contained in technical documentation and ensure documents are stored, transmitted, and accessed using approved Government security controls and procedures.
  • Maintain documentation throughout the full project lifecycle, from initial development and engineering through implementation, operations, maintenance, modernization, transition, and decommissioning.
  • May require up to two onsite travel visits per year

Requirements:

  • Minimum of 5 years IT experience of which at least 3 years are of Configuration Management/Tech Editing experience at a large corporation or Government agency similar in size/scope to GSA, IRS, DoD or VA. 
  • A Master’s degree in a related IT field (i.e. Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management).may substitute for up to 2 years of the required experience 
  • Expertise configuration management, change management, or related roles within IT or software development environments. 
  • Expertise overseeing and maintaining configuration items such as hardware, software, documentation, and other deliverables. 
  • Expertise with documenting technical processes, system configurations, and change management procedures to ensure an accurate record. 
  • Expertise with IT service management (ITSM) frameworks and best practices (e.g., ITIL). Proven experience in maintaining a centralized. configuration management database (CMDB). 
  • Expertise in project management or working in a project-oriented environment, with an understanding of how configuration management fits into the overall project lifecycle within a large corporation and Government agency similar in size/scope to GSA, IRS, DoD or VA. 

 Preferred/Desired:

  • Bachelor’s degree or Associates degree in IT related field (i.e. Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management).
