Project & Position Description
This position is in support of the RAISE System Implementation. The Senior Business Analyst will be responsible for analyzing, creating, reviewing, and testing program documents, alongside other key project deliverables. The role focuses on assessing business models, documenting current and future workflows, and driving the integration of business processes with technology solutions.
Daily Work Schedule & Location
Work Hours: Full-Time (40 Hours Per Week), 8:00 AM – 5:00 PM (Hours are Negotiable) including a 30-minute unpaid lunch.
Primary Physical Location: State Campus, Bldg. 5, Flr 4, Albany, NY, 12203 (Region 1 - Capital Area).
Telecommuting Policy: Yes, 50% telecommuting is allowed.
Interview Format: In-person (Candidate is not required to be on camera since it is not webcasting).

Day-to-Day Responsibilities
The selected candidate will guide the project through the System Development Life Cycle (SDLC) and act as a critical bridge between business stakeholders and technical teams. Specific duties include:
Lifecycle Guidance & Problem Solving: Work closely with the Project Manager, ITS Manager, and technical teams to provide guidance throughout the SDLC. Help identify, scope, and recommend the best technical or procedural approaches to stated business problems.
Stakeholder Liaison & Elicitation: Serve as a liaison to stakeholders and Subject Matter Experts (SMEs). Conduct requirements workshops and JAD sessions to elicit, analyze, communicate, validate, and verify requirements for complex process changes and new systems.
Requirements Communication: Convey the explicit demands of software users to development teams, ensuring clear understanding through well-articulated artifacts.
Process Modeling: Create detailed "as-is" and "to-be" business process flows, workflow diagrams, and swim lane diagrams to ensure implemented software maps perfectly to agency needs.
Artifact Generation: Produce comprehensive documentation including Business Requirements Documents (BRD), context diagrams, system specifications, use cases, report and screen mockups, and prototypes.
Governance & Security Compliance: Ensure that all generated artifacts align with the ITS governance process and the Secure Systems Development Lifecycle (SSDLC).
Traceability & Management: Manage requirements through the life of the contract using a structured requirements management plan. Maintain strict traceability to ensure complete coverage between source requirements and matching test cases.
Qualification Requirements
Mandatory Qualifications (Pass/Fail)
Candidate must have 60 to 84 months of experience analyzing an organization or business domain, documenting its processes/systems, and delivering distinct technology-integrated solutions while working independently and guiding others.
Technical Evaluation Criteria (Scored Qualifications)
Candidates will be evaluated and scored based on the following specific monthly experience breakdown (Maximum 80 Points):
Requirements Elicitation & Analysis: 60 months of experience eliciting and analyzing stakeholder business needs using a variety of analysis techniques, and converting them into verified and validated functional and non-functional requirements for development. (15 Max Points)
Artifact Creation & Mapping: 60 months of experience creating and maintaining software development artifacts for requirements communication, including context diagrams, textual use cases, swim lane diagrams, report specifications, wireframes, user interface specifications, non-functional requirements specifications, and application interdependency/dependency mapping. (15 Max Points)
JAD Session Facilitation & Risk Assessment: 60 months of experience facilitating requirement workshops, JAD sessions, and structured walkthroughs; performing impact analysis to assess potential effects of changes on other applications/reports; and practicing risk assessments to mitigate issues. (15 Max Points)
Testing & UAT: 36 months of experience creating test plans and test cases, as well as working directly with users on User Acceptance Testing (UAT). (20 Max Points)
Requirements Management Lifecycle: 36 months of experience managing requirements throughout the Requirements Management Lifecycle, including the creation/execution of a Requirements Management Plan, requirements traceability, establishing baselines, and managing change control. (10 Max Points)
Application/Data Integration: 24 months of experience working specifically on application integration or data integration initiatives. (5 Max Points)
