Summary

A Hardware and Software Buyer (also known as an IT Procurement Specialist or IT Purchasing Agent) is responsible for sourcing, negotiating, and acquiring computer hardware, electronic equipment, and software licenses for an organization.

 

Role Overview

The primary goal of this role is to ensure the company has the right technology and components at the best possible price while managing vendor relationships, delivery timelines, and budget constraints.

 

Key Responsibilities

  • Sourcing & Procurement: Identify, evaluate, and select reliable vendors and suppliers for IT hardware (workstations, servers, networking gear, peripherals) and software solutions (SaaS subscriptions, enterprise licenses).
  • Contract Negotiation: Negotiate pricing, volume discounts, warranty terms, and service-level agreements (SLAs) with technology vendors to drive cost savings.
  • Requisition & Order Management: Process purchase requisitions, generate purchase orders (POs), and track shipments to ensure timely delivery and deployment.
  • Cross-Functional Collaboration: Partner with IT, engineering, finance, and department heads to forecast technology needs and align purchases with project roadmaps.
  • Software Licensing & Compliance: Monitor software license renewals, track asset utilization, and ensure compliance with vendor terms and regulatory standards (such as FAR/DFARS for government contractors).
  • Market & Spend Analysis: Analyze market trends, pricing shifts, and historical spend data to identify optimization opportunities and budget efficiencies.
  • Vendor Performance Tracking: Conduct regular reviews of supplier performance regarding delivery accuracy, product quality, and support responsiveness.

 

Required Qualifications & Skills

  • Education: Bachelor’s degree in Business Administration, Supply Chain Management, Information Technology, or a related field (or equivalent practical experience).
  • Experience: Typically 2 to 5 years of experience in purchasing, IT procurement, or supply chain operations.

Technical & Software Proficiency:

  • Experience with Enterprise Resource Planning (ERP) systems (such as SAP, Oracle) or specialized procurement/inventory software.
  • Advanced proficiency in spreadsheet tools (Microsoft Excel) for spend analytics and tracking.

Core Competencies:

  • Strong contract negotiation and cost-analysis skills.
  • Detail-oriented organizational and record-keeping abilities.
  • Clear communication and stakeholder management skills.

Certifications (Optional/Preferred):

  • Certified Professional in Supply Management (CPSM)
  • Chartered Institute of Procurement & Supply (CIPS) credentials
