Data Governance Consultant
W2 Contract
37.5 Hours Per week
Pay Rate - $60/hr with 2 weeks PTO and contribution towards healthcare

Overview
We are seeking a Data Governance Consultant to support state agencies in implementing and adopting enterprise data governance practices. This role will partner with business, technology, privacy, security, and compliance stakeholders to improve data quality, governance processes, AI oversight, and regulatory compliance. The consultant will help agencies establish governance frameworks, facilitate stakeholder engagement, develop training programs, and promote responsible data and AI usage.
Key Responsibilities
Data Governance & AI Governance
  • Support the implementation of data governance frameworks, policies, and best practices.
  • Promote responsible AI principles, including transparency, accountability, privacy, and risk management.
  • Assist with data classification, stewardship, access management, data sharing, retention, and compliance activities.
  • Document data governance processes, risks, controls, and audit-related evidence.

Governance Strategy & Implementation
  • Support development of governance roadmaps, implementation plans, operating models, and stakeholder engagement strategies.
  • Help define data ownership, stewardship responsibilities, governance roles, and decision-making processes.
  • Assist with governance maturity assessments and recommendations for process improvement.
  • Maintain governance artifacts such as data dictionaries, business glossaries, data inventories, RACI matrices, and governance documentation.

Stakeholder Engagement & Facilitation
  • Plan and facilitate governance meetings, workshops, and working sessions.
  • Coordinate with business leaders, technology teams, data stewards, privacy, security, legal, and compliance stakeholders.
  • Track action items, decisions, risks, and governance outcomes.
  • Support the resolution of cross-functional data governance issues.

Change Management & Communications
  • Develop stakeholder engagement and change management plans to drive governance adoption.
  • Create communication materials including presentations, briefings, newsletters, FAQs, and executive summaries.
  • Promote data governance as a business-enabling function that improves decision-making, efficiency, and risk management.

Training & Education
  • Develop and deliver data governance training programs and learning materials.
  • Provide education for data owners, stewards, custodians, and governance teams.
  • Support agency awareness of data quality, metadata, governance processes, and AI governance concepts.
  • Measure training effectiveness and recommend continuous improvements.

Required Qualifications
  • Experience in Data Governance, Data Management, Enterprise Information Management, Business Analysis, Program Management, or Change Management.
  • Strong facilitation and stakeholder management skills.
  • Experience developing governance documentation, procedures, policies, and implementation plans.
  • Ability to translate complex data and governance concepts into clear business language.
  • Strong written communication and presentation skills.
  • Understanding of data governance, data quality, metadata, stewardship, data lifecycle management, and risk management.

Preferred Qualifications
  • Experience in government, public sector, healthcare, or other highly regulated environments.
  • Knowledge of AI Governance and Responsible AI principles.
  • Familiarity with DAMA-DMBOK, Data Stewardship, Data Quality Management, Metadata Management, and Data Governance Maturity Models.
  • Experience delivering training, communications, and organizational change management initiatives.
  • Certifications such as CDMP, PMP, Prosci, CISA, CIPM, or related credentials are a plus.
