Database Administrator/Oracle Engineer

Description:
Seeking an experienced Database Administrator (Oracle Engineer) to join the LGY Development, Security, and Operations 2.0 program team, supporting high-impact, mission-critical applications for the Department of Veterans Affairs (VA). The successful candidate will leverage advanced Oracle expertise, ETL experience, and robust data validation practices to ensure secure, reliable, and high-performance database environments. This role is integral to the integrity, security, and scalability of systems supporting veterans' benefits and services.
Job Responsibilities:
Install, configure, upgrade, patch, monitor, and maintain Oracle (and other RDBMS as needed) in line with program requirements and VA technical and cybersecurity standards
PL/SQL Development: Develop and maintain efficient, secure PL/SQL procedures, packages, and complex SQL queries tailored for large, mission-critical VA data environments.
Optimize large datasets for performance; perform extensive performance tuning, indexing, and data partitioning for high-volume transaction systems.
Design and execute complex ETL, data migration, and reconciliation processes, ensuring accurate movement and transformation of high-value data between systems.
Oversee data overwrite scenario handling and lead efforts for data quality, validation, audit, and integrity across the LGY system of record and integration points.
Provide subject matter expertise in supporting and troubleshooting database interaction with APIs and external integrations in production, including with Salesforce and other modern cloud-based applications
Proactively monitor database health, address incidents, and conduct root cause analysis and remediation-including backup, recovery, and disaster recovery strategies.
Implement and maintain advanced security measures (e.g., encryption at rest/in transit, user access controls) in accordance with VA, FedRAMP, RMF, and Section 508 guidelines.
Design, maintain, and execute comprehensive test plans to validate data logic, data migrations, and system integrations.
Produce, maintain, and review key deliverables such as Data Retention Policies, Backup Procedures, Performance Reports, and supporting technical documentation.
Interface with VA stakeholders, development teams, analysts, and end users to support LGY program needs.
Maintain positive, collaborative relationships; communicate effectively with technical and non-technical audiences.
Support configuration and version control of all database environments using established Agile/DevSecOps practices and tools (e.g., JIRA, Confluence).
Required Skills:
Demonstrated proficiency with Oracle databases (complex SQL, PL/SQL development, query optimization, analytic functions, CTEs, performance tuning).
Experience designing, executing, and managing ETL, data migration, data overwrite, and reconciliation processes.
Strong background in data validation, audit, and data integrity in enterprise environments.
Competence with TOAD, Oracle SQL Developer, or equivalent DB development/analysis tools.
Ability to diagnose and resolve data quality and integrity issues within large-scale or high-volume applications.
Excellent written/verbal communication; precise documentation and knowledge transfer abilities.
Proven analytical and troubleshooting skills; demonstrated leadership and adaptability in a dynamic, fast-paced
Experience supporting applications in Agile/DevSecOps environments.
Must be able to obtain and maintain a Public Trust Security clearance.
Desired Skills and Experience:
Oracle Database SQL Certified Associate or Oracle Certified Professional (OCP).
Existing Public Trust with VA or another federal agency
Experience supporting VA or large-scale federal government/benefits systems.
Familiarity with mortgage, financial services, or LGY product line databases
Experience with Salesforce, AWS RDS/Azure SQL/VA Enterprise Cloud, or federal cloud migration projects.
Familiarity with NIST RMF, FedRAMP, Section 508, and other federal standards
Experience with JIRA, Confluence, and modern SDLC practices .
Education and Experience:
Bachelor's degree
6+ years of relevant experience
2+ years of additional relevant experience may be substituted for education
