Job Description
Texas Health and Human Services Commission (HHSC) is seeking an experienced Business Analyst 3 to support a major Medicaid systems modernization initiative focused on building and implementing a new Medicaid application.
The Business Analyst will provide business and product oversight for Medicaid IT contracted systems, integrated projects, and dependent initiatives. The ideal candidate will have extensive experience in requirements analysis, business process improvement, systems integration, testing, vendor coordination, risk management, and large-scale application implementation.
Key Responsibilities
Analyze and evaluate business systems, processes, user needs, and functional requirements.
Support a major Medicaid application modernization and implementation initiative.
Develop and review business requirements, functional specifications, technical documentation, and requirements traceability.
Create and maintain project artifacts, including test cases, requirements documents, design specifications, and implementation documentation.
Coordinate with external vendors and manage project deliverables and service requests.
Define, assign, monitor, and evaluate vendor work.
Analyze system issues, troubleshoot problems, and support solution implementation.
Manage project scope, acceptance criteria, deployment activities, and system integration.
Support User Acceptance Testing (UAT) and validate application functionality.
Identify project risks, issues, dependencies, and implementation challenges.
Develop mitigation strategies and support risk management activities.
Analyze HHSC policies, procedures, and standards and determine their impact on automated systems.
Support business process mapping, process reengineering, and workflow improvements.
Develop solution options and support cost/benefit, ROI, and buy-versus-build analysis.
Work closely with business stakeholders, technical teams, vendors, and project management teams.
Create processes and documentation to ensure alignment with agency direction and integrated solution objectives.
Use TFS/Azure DevOps to manage requirements throughout the software development lifecycle.
Work within Agile environments, preferably SAFe.
Support portfolio/project management reporting and major state information resource projects.
Required Skills
8+ years coordinating and managing external vendors.
8+ years developing or reviewing requirements, test cases, traceability documents, design specifications, and technical documentation.
8+ years analyzing systems, troubleshooting issues, and supporting solution implementation.
8+ years managing project scope, acceptance, deployment, system integration, and UAT.
8+ years identifying project risks and developing mitigation strategies.
8+ years analyzing HHS policies, procedures, and standards and their impact on automated systems.
Preferred Skills
3+ years using TFS or Azure DevOps (ADO).
3+ years working in Agile environments, preferably SAFe.
Experience with Microsoft Office, SharePoint, and Microsoft Copilot.
Understanding of enterprise application architecture, including:
User interfaces
Data layers
Infrastructure
System integrations
Business rules engines
Workflow orchestration
Cloud-based solutions
Experience with Texas HHSC processes.
Experience with Texas Medicaid and CHIP systems.
Experience with portfolio/project management tools.
Experience managing information for major state-level IT projects.
Previous Texas state government experience is highly desirable.
