Project Manager Expert

Introduction:

The Project Manager Expert will lead the planning, execution, and delivery of complex health and human services program implementations driven by federal and state policy, regulatory change, and program reform. This role involves coordinating multidisciplinary, matrixed teams, managing relationships with state agency clients and federal partners, and ensuring implementation activities are delivered on time and within compliance with applicable requirements.

Responsibilities:

Lead end-to-end planning and execution of complex program implementations.
Develop comprehensive implementation plans, project schedules, and operational readiness frameworks.
Establish project governance structures and monitor budgets and funding timelines.
Support the translation of regulatory requirements into actionable tasks.
Coordinate activities across multiple workstreams and organizational units.
Facilitate design sessions and manage stakeholder engagement.
Oversee development of implementation deliverables and manage scope, risks, and issues.

Requirements:

Minimum of 5 years of experience managing complex, matrixed project implementations.
Demonstrated ability to lead cross-functional project teams without direct line authority.
Strong written and verbal communication skills.
Proficiency with project management tools.

Preferred Skills:

Experience leading the implementation of health and human services programs.
Knowledge of Medicaid, CHIP, SNAP, TANF, child welfare, or behavioral health programs.
Experience managing projects funded through federal grant programs.
Project Management Professional (PMP) certification.
Bachelor’s degree in related field.
