The Office of School Health (OSH) is a joint program of the Department of Education and the Department of Health and Mental Hygiene, responsible for promoting the health of nearly 1 million school children enrolled in approximately 1,800 public and non-public schools in the New York City. The OSH Adolescent Health Unit (AHU) is responsible for the programmatic oversight of all school-based health centers (SBHCs) in New York City, as well as special initiatives serving adolescents in public schools. Through training, technical assistance, and monitoring activities, AHU works to ensure that all SBHCs provide comprehensive primary care services, including onsite mental health and sexual and reproductive health services.

Division/Program Summary Description: The Office of School Health (OSH) is a joint program of New York City Public Schools (NYCPS) and the Department of Health and Mental Hygiene, responsible for promoting the health of nearly 1 million school children enrolled in approximately 1,800 public and non-public schools in the New York City. The OSH Adolescent Health Unit (AHU) is responsible for the programmatic oversight of all school-based health centers (SBHCs) in New York City (of which there are currently 139, serving 323 schools), as well as special initiatives serving adolescents in public schools. Through training, technical assistance, and monitoring activities, AHU works to ensure that all SBHCs provide comprehensive primary care services, including onsite mental health and sexual and reproductive health services.
Position Summary: Reporting to the Director of Program Evaluation (CRS IVA), the Data Manager will be responsible for overseeing the DOHMH's web-based data collection and reporting system: Online School Clinic Reporting System (OSCR), the primary application used to collect and report SBHC service data, which is mandatory for all SBHC providers. This entails monitoring data quality, communicating with SBHC end users; coordinating with IT on the development of reports and forms; and preparing reports to analyze SBHC progress and performance by applying strong analytical judgment and contributing to the design and interpretation of data used in program evaluation.
Job Duties and Responsibilities:
-Conducting ongoing monitoring of data entries into OSCR, the program's central data collection and reporting application, and communicating data completeness and quality notes to SBHC users via monthly reports, including making observations on data trends, identifying issues that warrant further review, and documenting findings clearly.
-Working with SBHC leadership and/or IT Teams to resolve issues with data completeness and accuracy through systematic review, problem solving, and clear communication of needed corrections or improvements.
-Coordinating with the DOH and NYCPS IT teams on OSCR development, including design of forms and reports within OSCR to assist and inform program evaluation activities and contributing to refinements that improve data collection, usability, and analytic value.
-Providing account support for internal and external OSCR users as needed and offering guidance on data entry procedures, reporting expectations, and system functionality.
-Creating tracking systems to identify low performing SBHC sites in need of training and technical assistance to improve operations using defined criteria and insights drawn from routine data review.
-Synthesizing and summarizing information and key findings to help drive strategic decisions across the SBHC networks by interpreting data, highlighting notable patterns, and presenting results in a clear and actionable manner.
-Developing and disseminating OSCR data reports that monitor each SBHC's compliance with DOHMH benchmarks (including clinic enrollment, student utilization, identification of sexually active students) and that will inform the provision of technical assistance and training for select SBHC sites, ensuring that reports clearly reflect program activity and support ongoing evaluation efforts
-Managing an Access database used to track SBHC staffing information to inform program oversight and reviewing staffing data to identify and describe trends relevant to service delivery and planning.
-Overseeing the development of data reports and dashboards used by Adolescent Health Unit by guiding the structure, content, and interpretation of analytic outputs.
-Supporting OSCR data quality assurance efforts by contributing to OSCR user guidance documents and training as needed and helping clarify procedures that promote consistent and reliable reporting.
-Providing general supervision to other members of the Data & Evaluation team including offering direction on analytic tasks, reviewing work products, and supporting staff in strengthening their research and data management skills.
-Review the scientific literature on best practices in school health care, by identifying relevant research publications and evaluating and describing their implications for the work of the Adolescent Health Unit.
Preferred Skills:
-Master's degree in related field (data science, statistics, public health, or related field) with experience applying analytical or research methods.
-Experience building reports and dashboards using applications such as SSRS and PowerBI and presenting data in clear, accessible formats.
-Experience working with health system or programmatic data, including reviewing data quality and documentation, strongly preferred.
-Ability to work cooperatively with multiple providers and key stakeholders from various medical institutions and communicate data needs or findings effectively.
-Ability to communicate technical information to both technical and non-technical audiences using clear summaries, visualizations, or presentations.
-Previous experience in creating and documenting design specifications, particularly for data collection tools, reporting features, or evaluation processes, preferred.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
