MINIMUM QUALIFICATIONS
Bachelor''s degree. Eight years of progressively responsible experience in developing, and/or configuring applications, and/or IT infrastructure support/maintenance, and /or radio infrastructure systems, and/or information security are required. Additional related work in developing, and/or configuring applications, and/or IT infrastructure support/maintenance, and/or radio insfrastructure systems, and/or information security may substitute for the required college education on a year-for-year basis.

This position will work closely with high-level management and alongside a diverse team of IT Managers supporting the applications in the Public Safety/Criminal Justice Division of the Communications, Information and Technology Department (CITD). This is an advanced management position, job components including directing the analysis of vendor software or custom solutions, determining corrective measures for hardware, software and cloud malfunctions, identifying the most feasible designs for interfaces between hardware, cloud and application systems, and establishing and enforcing software utilitzation standards. Additional responsibilities include conducting feasibility and cost studies for new programs and installations. The position also entails supervisory functions, including the acquisition, training and development of system administrators, software developers and other staff; scheduling and assigning work to ensure optimal utilization of staff members; preparing performance evaluations; addressing work-related issues with employees and initiating actions for performance improvement; holidng meetings with staff to explain and discuss new or revised procedures; and approving employee leave; and advanced technical and administrative responsibilities include supervising and manage the work of highly trained technical professionals performing a variety of specialized technical assistance functions and custom Agile software develpment supporting the Miami-Dade Corrections and Rehabilitation Department and Clerk of Courts.
Experience with the following is preferred:
- Ability to partner with County agencies in the develpment, support, and maintenance of business-critical solutions.
- Strong leadership skills managing project teams which includes, technical and business analysts, project managers; therby, building cross functional teams.
- Manage activities of multiple software development teams in varying platforms and establish timelines for project delivery.
- Experience with project management activities and deliverables.
- Ability to assess unit''s workload and personnel needs to meet current commitments and project future needs based on customer''s strategic plan, technology changes and funding availability.
- Ability to manage large scale enterprise projects and lead all phases of the implementaton.
- Ability to develop teams through coaching, mentoring and providing training opporunities based on current and future needs.
- Ability to deveop and track unit''s budget.
- Ability to explain complex informatand technologies in simple terms.
- Software development management in Public Sector, state and local government.
- Knowledge of Microsoft Technologies.
- Knowledge of implementing third party software solutions.
- Microsft SQL Server background
- Ability to manage legacy technologies while they are modernized.
