Program OverviewThis role supports a large health and human services organization focused on delivering statewide public health, medical, behavioral health, long-term support, nutritional, financial, and social services. The work impacts a significant portion of the state population, including vulnerable individuals, elders, children, people with disabilities, and individuals requiring medical or supportive services.
Position OverviewThe Senior IT Project Manager will support a large-scale data modernization initiative tied to Medicaid reporting. The role involves managing multiple technical and operational workstreams, handling RFP/RFQ processes, contract development, vendor management, financial documentation, and leading IT project execution.
The PM will collaborate with business and technical leaders, federal reporting teams, program directors, vendors, and cross-functional internal teams. They will ensure compliance with project management standards, oversight committees, quality assurance guidelines, and federal reporting expectations.
Key Responsibilities- Document business cases and collaborate with leadership to define technical project needs.
- Develop and manage project proposals, funding requests, RFPs/RFQs, and contract documentation.
- Lead procurement, vendor evaluation, selection, and contract negotiation.
- Oversee cross-functional collaboration across business analysis, QA, development, and project teams.
- Maintain project artifacts: timelines, traceability matrices, risk logs, SharePoint repositories.
- Coordinate resources and manage scope, changes, and dependencies.
- Provide weekly status reporting on progress, risks, and mitigation.
- Prepare system documentation (data flows, file layouts, narratives).
- Communicate technical concepts clearly to business and leadership audiences.
- Ensure compliance with internal PMO standards and external regulatory requirements.
- Support communication with federal stakeholders and produce monthly reporting.
Preferred Qualifications- 5+ years of IT project management experience leading complex, cross-functional projects.
- 5+ years working with hybrid/SAFe Agile methodologies in large enterprises.
- Strong experience with business cases, funding requests, RFP/RFQ processes, and contract management.
- Expertise in Agile & Waterfall methodologies.
- Experience supporting both technical and non-technical teams.
- Strong negotiation, communication, conflict resolution, and stakeholder management skills.
- Experience managing in a matrixed structure.
- Ability to break down and communicate complex technical requirements.
- Public sector or government experience preferred.
- Experience with federal reporting, CMS data quality, MMIS, or healthcare payer domain is a plus.
- Experience with SAFe Agile frameworks and healthcare interoperability is an advantage.
- Proficiency in PM tools: MS Project, JIRA, etc.
Education & Certifications- Bachelor's degree in Information Systems, Business Administration, or equivalent experience.
- PMP, CSM, or SAFe certifications are strong pluses.
