Employment in this role is conditional upon successful execution of the contract by the client.

The Work

Procurement Specialists IV perform a variety of tasks and analyses in all phases of the acquisitions process. Procurement Specialists advise and assist government managers on acquisitions related topics as appropriate. Specific processes may vary depending upon the directorate and/or office assigned, with specific activities, workflows, and systems/tools governed by Standard Operating Procedures that typically evolve over time.

Responsibilities

Key Responsibilities
  • Drafts Acquisition Plans for new contract requirements to include writing (SOWs), Independent Government Cost Estimates (IGCEs), and all other technical requirements for contracts with total value under $100,000,000.
  • Conducts market research, data analysis, and technical evaluations from vendor proposals.
  • Reviews planned orders, creates requisitions for purchased items and supports the approval process.
  • Tracks order acknowledgement; confirms lead times, delivery dates, and costs; and communicates with the program office on any discrepancies or disruptions.
  • Reviews and tracks purchase orders until they are closed.
  • Reviews orders to confirm that they adhere to supplier agreements and contracts, and reports nonconformance.
  • Reviews invoices to confirm delivery of goods and assists with invoicing discrepancies.
  • Identifies opportunities and recommends actions to achieve efficiencies.
  • Evaluates supplier's capacity to perform and comply and makes recommendations to management concerning products and services and available sources of supply.
  • Advises program office and resource management of any procurement policy changes.
  • Creates and briefs the program office on acquisition strategies
  • Assists COR with eFiling requirements.
  • Other duties as assigned.


Qualifications

Candidates should demonstrate flexibility and a willingness to adapt to evolving responsibilities as outlined by the client.
  • Bachelor's degree OR at least nine (9) years of relevant work experience or equivalent combination of formal education and relevant work experience.
  • Expert knowledge in acquisitions or supply chain fields.
  • Expert knowledge of Federal Acquisition Regulations (FAR) and other procurement statutes, policies, and procedures.
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices
  • Secret Clearnce is required.
  • Due to the nature of work at the client's site, U.S. Citizenship is required.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:
  • Must be proficient in the use of Microsoft applications (MS Word, PowerPoint, and Excel).
  • Must be highly organized and have excellent oral and written communication skills in order to interface with personnel and other government agencies at all levels.
  • Demonstrated ability to handle multiple tasks simultaneously.

Working Conditions
  • Professional office environment, with the ability to work onsite in the main office.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.

Pay Range

USD $836,990.00 - USD $115,140.00 /Yr.
