Chronos Operations (CO) is a wholly-owned subsidiary of Chenega Corporation, an Alaska Native Corporation based in Anchorage, AK. Belonging to the Military, Intelligence, and Operations Support (MIOS) Strategic Business Unit (SBU), Chronos has a culture rooted in integrity, respect, and exceptional performance. Chronos is headquartered in Colorado Springs, CO, and provides mission-critical services in Advanced Analytics & AI, Software Engineering, Cybersecurity, Information Technology, and Intelligence.

The JOPES Functional Analyst is responsible for providing analysis and solutions to optimize computer systems and ensuring technology meets organizational needs for the Joint Operation Planning and Execution System (JOPES) and Transportation Visualizer (TransViz).

Responsibilities
  • Analyze and resolve computer system problems to ensure technology meets organizational needs.
  • Implement system studies to maximize benefits from investments in equipment, personnel, and business processes.
  • Plan, design, and develop new computer systems or adapt existing resources for additional operations.
  • Analyze user requirements, procedures, and operational problems to automate processes or improve existing systems.
  • Collaborate with organizational personnel to identify operational issues and define input/output requirements, including data formats and reporting needs.
  • Document user needs, program functions, and development steps for system modifications.
  • Review system capabilities, workflow, and scheduling limitations to determine feasibility of requested changes.
  • Evaluate current information processing systems and develop new solutions to improve efficiency and workflow.
  • Prepare workflow charts and diagrams detailing operations performed by equipment, programs, and personnel.
  • Conduct studies for new information systems to meet current and projected organizational needs.
  • Prepare technical reports, memoranda, and instructional manuals for program documentation.
  • Upgrade systems and correct errors post-implementation to maintain performance.
  • Assist programmers with flowcharts, specifications, and problem resolution as needed.
  • Prepare time and cost estimates for projects and system modifications.
  • Direct and coordinate teams to develop, test, install, and modify programs.
  • Design new systems, including hardware and software, or integrate additional applications to enhance functionality.
  • Oversee and assign work to systems analysts, ensuring alignment with organizational goals.
  • Consult with management and technical teams to clarify program intent, identify problems, and suggest changes.
  • Develop programs from workflow charts or diagrams, considering storage capacity, speed, and peripheral equipment.
  • Convert workflow charts into computer-processable code and conduct test runs to validate functionality.
  • Revise existing programs to improve efficiency or adapt to new requirements.
  • Compile documentation of program development and revisions for future reference.
  • Train subordinates in programming standards, coding practices, and interpretation of technical symbols.
  • Collaborate with vendors and other users to develop new programming methods.
  • Maintain accurate records and prepare reports on system development and performance.
  • Other duties as assigned.

Qualifications
  • Bachelor's degree in information technology or related field preferred. Additional years of experience may be used in lieu of degree.
  • 5+ years of experience with JOPES or system administration, error resolution, enclave troubleshooting, and transaction analysis.
  • Must have Security + CE certification.
  • ITIL v4 Foundation (preferred).
  • Must have an active Secret Clearance.

Knowledge, Skills and Abilities:
  • Strong understanding of computer systems architecture and information processing systems.
  • Knowledge of JOPES and related DoD systems operations.
  • Familiarity with system analysis methodologies and workflow optimization.
  • Understanding of IT security principles and compliance
  • Proficient in analyzing user requirements and translating them into technical specifications.
  • Skilled in designing and implementing new systems or adapting existing ones.
  • Ability to prepare technical documentation, workflow diagrams, and reports.
  • Strong troubleshooting and problem-solving skills for system errors and performance issues.
  • Competent in coordinating system upgrades and integration of new applications.
  • Superb planning, coordination, and organizational skills.
  • Results-driven with a positive attitude and a high degree of initiative and responsiveness.
  • Ability to multitask, meet tight deadlines, and attend to details while staying focused on key priorities and management.
  • Ability to work nights, weekends, and holidays as required.
  • Ability to travel up to 10%.
  • Good work ethic and active desire to learn.
  • Skillful time management and organizational skills to set and meet deadlines.
  • Ability to work both independently and within a team.
  • Ability to work effectively in a team environment to encourage collaboration, innovation, and continuous improvement.
  • Ability to meet minimum security requirements.
