Summary

Job Title: Senior Digital Strategy and Architecture Expert
Location: Remote
Position Summary:
Senior advisor responsible for shaping digital transformation strategies, enterprise and national-scale system architectures, and digital public infrastructure designs for international development programs. Works across health, education, economic participation, and crisis response portfolios funded by foundations, bilateral, and multilateral donors.
Engagement Details:
  • Location: Home-based, remote. No office attendance required.
  • Engagement type: Independent consultant or sub-contractor under company.
  • Duration: Level of Effort basis per task order. Initial bench placement is for 12 months with extensions possible.
  • Travel: Only when a specific task order requires it. All travel pre-approved and reimbursed.
Key Responsibilities:
  • Develop digital transformation strategies and multi-year implementation roadmaps for country programs and global initiatives.
  • Design interoperable, scalable digital systems aligned with national digital public infrastructure and government enterprise architectures.
  • Lead architecture reviews, target state design, and reference architecture development for health information systems, education management information systems, and social protection platforms.
  • Advise on data governance, cybersecurity, responsible AI integration, and interoperability standards including FHIR, OpenHIE, DHIS2, and digital public goods principles.
  • Engage with ministries, donor technical leads, and implementing partners as the senior technical voice on architecture decisions.
  • Produce solution blueprints, integration patterns, governance playbooks, and decision documents suitable for donor and government review.
Required Qualifications:
  • Bachelor's degree required in Computer Science, Information Systems, Engineering, Public Policy, or related field. Master's degree strongly preferred.
  • Minimum 7 years of relevant professional experience, with 5 to 10 plus years specifically in digital strategy, system architecture, digital public infrastructure, or GovTech.
  • Demonstrated experience designing national-scale or enterprise-level digital systems.
  • Expertise in interoperability standards, digital public goods, and systems governance.
  • Experience working in low and middle income countries strongly preferred.
  • Familiarity with responsible, inclusive, and ethical technology practices.
  • Strong communication and analytical skills, with proven ability to work in multicultural and multidisciplinary environments.
Preferred Certifications:
  • TOGAF
  • AWS Solutions Architect or Azure Solutions Architect
  • PMP or Agile / Scrum
  • AI ethics, data governance, or cybersecurity certifications
