POSITION SUMMARY 

 

Performs hands-on design, development, modification, testing, installation, implementation, and support of OCS Data Central and related integrations/automation, converting approved requirements and architecture into reliable production software, data pipelines, validation utilities, and operational enhancements.
 
 

DUTIES 

 

·         Implement software features, services, scripts, APIs, database objects, integrations, data pipelines, and workflow automation approved for OCS Data Central and supported tools, including Analysis Studio integration or O&M components when assigned by FDA.

·         Develop and maintain automated data acquisition, metadata extraction, validation, loading, quality checks, business-rule execution, exception handling, notification, and audit-trail capabilities.

·         Implement and maintain database/data-warehouse objects, SQL, performance improvements, data transformations, materialized views, batch jobs, and authorized streaming/integration mechanisms.

·         Develop or maintain REST APIs and secure data-exchange interfaces between OCS Data Central and FDA enterprise applications/services.

·         Create automated and manual test scripts for data standards, application functionality, regression, integration, data quality, and release validation; document results and defects.

·         Troubleshoot production defects, data-loading failures, interface problems, and performance issues; perform root-cause analysis and implement approved corrective actions.

·         Support version control, build/deployment procedures, configuration management, release packaging, rollback/recovery planning, and technical documentation.

·         Support operations and minor enhancements for Smart Template, SEND Explorer automation, FLARe interfaces, Site Selection, Analysis Studio, OCS Connect, MAED, DataFit, CoreDF, SARGE, JMP Clinical, and other designated tools as assigned.

·         When Analysis Studio application work is within the assigned support boundary, implement, test, deploy, and troubleshoot the current Government-approved stack. Based on the FDA posters this may include .NET and R components, containerized Docker/Kubernetes services, or legacy R/R Shiny and JavaScript/D3.js components; the actual 2026 stack must be confirmed with FDA.

·         Participate in Agile ceremonies, backlog refinement, technical working sessions, peer reviews, demonstrations, and knowledge transfer.

·         Maintain implementation documentation sufficient for repeatable operations and successful handoff to incoming personnel or Government staff.

·         Production code/scripts/configuration and related source-control artifacts.

·         APIs, database objects, data pipelines, workflow automation, validation utilities, and integration components.

·         Unit/integration/regression/data-quality test scripts and test results.

·         Defect records, root-cause analyses, corrective fixes, release notes, installation/implementation documentation.

·         Technical SOP inputs, runbooks, interface documentation, and knowledge-transfer materials.

 

 

EDUCATION 

 

BS degree in Information Technology or related field.  Relevant experience can be substituted for degree requirements.

 

REQUIRED QUALIFICATIONS 

 

·         5+ years of working experience in all phases of IT application software development, including design, documentation, development, modification, testing, installation, implementation, and support of new or existing application software.

·         Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access.   This role supports sensitive federal programs and involves elevated access to systems and data.

·         Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.  

·         Must be authorized to work in the United States without employer sponsorship now or in the future. 

 

 

PREFERRED QUALIFICATIONS 

 

·         Strong hands-on SQL and enterprise application development skills; ability to work across data, application, API, and automation layers.

·         Automated testing, CI/CD/DevSecOps discipline, defect tracking, code review, and configuration/version-control practices.

·         Familiarity with data quality, controlled terminology, regulatory study-data formats, and the need for traceable, non-destructive data transformations.

·         Familiarity with SDTM/ADaM analytical data provisioning and common formats such as XPT, RDS, and SAS7BDAT, plus the controls needed for reproducible, traceable, reviewer-facing analyses.

·         Ability to diagnose production issues using logs, metrics, data inspection, repeatable tests, and structured root-cause analysis.

·         Clear technical documentation and collaboration across Government and contractor teams.
