The Opportunity

WSDOT is seeking a strategic and technically skilled journey level IT Business Analyst to serve as the Geographic Information Systems (GIS) Support Services Supervisor. In this role, you will lead the delivery, administration, and advancement of enterprise GIS services that support the agency's mission to provide safe, reliable, and cost-effective transportation solutions across Washington State. The GIS Support Services Supervisor will also provide technical leadership and consultation to implement complex, mission-critical GIS applications, spatial data management, enterprise GIS resources, and innovative geospatial solutions while supervising a team of GIS professionals. This position plays a key role in supporting transportation planning, roadway operations, safety, asset management, and decision-making by delivering reliable GIS technologies and services to WSDOT staff, partner agencies, and the traveling public.
What to Expect

The Multimodal Planning and Data Division's GIS and Roadway Data Office provides enterprise GIS services that support transportation planning, engineering, maintenance, operations, and data-driven decision making throughout WSDOT. The GIS Services Team administers the agency's ArcGIS Enterprise Portal and ArcGIS Online environments, provides GIS software support, technical consulting, spatial analysis, training, custom cartography, and web-based mapping solutions.
Among the varied range of responsibilities held within this role, the GIS Support Services Supervisor will:

  • Supervise professional IT GIS technology specialists to deliver GIS helpdesk, web GIS system administration, and GIS technology training services to staff agency wide.
  • Direct web-based geospatial technology configuration and customization, custom GIS project and product consultation and development, and the development of or access to adult learning resources about GIS technology.
  • Provide advanced GIS technology business analysis and solution consultation.
  • Direct administration of the agency's web-based GIS technology and technical processes to enable geospatial web content to meet business needs.
  • Be responsible for cartographic product development and management.
  • Provide Emergency Operations Center (EOC) support; and provide active membership/participation to the WSDOT Incident Management Team (IMT).
  • Serve in assigned Command and General Staff positions in applicable WSDOT EOC's, including responding with little or no notice to a disaster or major incident.

Qualifications

To be considered for this opportunity, the following competencies are required:

GIS Business Analysis

  • Professional level relevant GIS analyst/specialist work experience providing GIS products and services to business groups within an enterprise environment.
  • Proven ability to elicit business needs for GIS solutions, determine appropriate platforms, technologies, data sources, and products, and document solution specifications.
  • Demonstrated professional level knowledge of cartography and spatial analysis principles.

ESRI GIS Technology and Geospatial Data

  • Demonstrated professional level experience applying ESRI's geospatial technologies to meet enterprise and business unit level business needs, trouble shoot and research technical GIS problems and teach others about the GIS concepts and principles needed to properly apply GIS tools.

Enterprise GIS Portal Administration

  • Demonstrated professional experience working with ESRI's Enterprise Portal, ArcGIS Online, and other web/cloud SaaS product technologies to develop, manage, and publish web services as a professional, enterprise level public agency.

Geospatial Data Concepts and Cartographic Principles

  • GIS training /coursework covering geospatial data management, spatial analysis, cartography, or geospatial data science concepts.

Technical Guidance and Instruction

  • Demonstrated professional level technical writing and presentation skills. The ability to "sell" GIS services and solutions to internal and external stakeholders through demonstrations and public speaking.

Customer Service & Relationship Management

  • Demonstrated experience maintaining positive relationships with customers and coworkers, both technical and non-technical.

Growth Mindset and Service-Oriented

  • Actively demonstrates a commitment to learning and growth.
  • Takes action to meet the needs of others.

It is preferred that qualified candidates also demonstrate/have:

  • Business Workflow and Requirements Analysis: Ability to translate vague business problems into technical geospatial requirements. Able to map "as-is" processes and to design and specify the "to-be" GIS solution.
  • Project Management: Skilled in establishing measurable task and performance goals, monitoring workflows and ensuring high quality results within given timelines.
  • Staff Management and Development: Experience supervising a technical team, including performance management, strategic planning, and coaching. Ability to lead others to adapt to new technologies and procedures while maintaining positive attitudes.
  • Linear Referencing System Experience: Working knowledge of GIS-based Linear Referencing System (LRS) data and uses.
  • Database Management: Professional experience with relational database systems and data extraction tools and techniques.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
