Role Overview

This Systems Engineer will be a member of the Quality Assurance (QA), Engineering Configuration Management (ECM) & Special Emphasis Program (SEP) Certification Technology Team. This team plays a key role in supporting the technology needs of QA, ECM & SEP. This will be a highly visible, fast paced position and will be essential to ensuring our continued success in certification and delivery of Submarines, while optimizing and improving our processes to meet our customer's expectations.

A primary role for members of this group is the development, integration, piloting, and testing of capabilities/processes that are required to support QA and ECM business systems including but not limited to: Digital Enterprise JCALS, ERS, 7G, and 3G.

Members of this team will be responsible for supporting adoption of digital capabilities (tool/processes) within the organization, as well as ensuring needs of the organization are understood and met. This will be accomplished by:
  • Working with QA organizations to understand technology needs
  • Initiating PMOs and CRs to support identified needs and continuous improvement
  • Developing requirements to support implementation
  • Actively participating in development and testing of Quality business applications roll-outs and enhancements
  • Escalating issues identified to required stakeholders
  • Maintaining cognizance and support Quality Software Applications (e.g. Engineering Report Workflow (ERWF) applications)
  • Working with QA, ECM and SEP Certification stakeholders to ensure processes and procedures are updated as required to support new/updated digital capabilities
  • Working with QA, ECM and SEP Certification stakeholders to assess opportunities for improvement and support initiation of PMO or CRs as required
  • Elevating needs, gaps and challenges to the appropriate value stream or IT organization
  • Tracking and managing PMOs and CRs required by QA, ECM and SEP Certification Team & Communicate that to Quality Leadership and internal customers
  • Monitoring compliance to business processes policies and procedures
  • Assisting in developing required training material & documentation (e.g. DPDs, job aids, procedures)
  • Working with (or become part of) Business Intelligence team to create a multitude of reports for EB departments

In addition to the above expectations, the team will be asked to engage in identifying and working to find ways to improve the efficiency of existing processes (i.e. work with internal stakeholders to reduce paper processes, find ways to automate, etc).

Occasional weekend support may be required to support emergent quality issues or Ship Certification.

Qualifications

Required
  • Bachelor of Science degree in Engineering, Information System Management or Computer Information Systems
  • 1-5 years of post-graduation experience in Engineering, Software Development, or Information Management Systems
  • Must be able to obtain and maintain a security clearance through the Department of Defense

Preferred
  • Bachelors of Science Degree in System Engineering or Computer Information Systems
  • Preference may be given to internal candidates
  • Experience with program languages and software development
  • Project Management, "Systems" Engineering, or Agile Project Management
  • Experience with Jira and Zephyr
  • Previous work interacting with all levels of management, engineering, supervision and SMEs
  • Proven experience interfacing with NAVSEA, SUPSHIP, or other outside customers
  • Experience working with MS Project
  • Knowledge of/ Experience with managing software development programs
  • Experience with system requirements development
  • Teamcenter experience

Skills

  • Strong written, verbal, and presentation communication skills; able to effectively communicate with supervisors, managers, directors, and customers
  • Technical writing and professional customer correspondence capabilities
  • Demonstrated computer proficiency in MS Office Suite and Engineering Related Software (e.g. Jira, Zephyr, etc.)
  • Understanding of application development, systems integrations, and process enhancements to support operations
  • Proven problem-solving skills, including sound judgement, casual analysis, and setting priorities
  • Excellent organization skills with the ability to manage multiple tasks, prioritize assignments, while maintaining attention to detail and data integrity
  • Ability to read, interpret, and apply company policies and procedures, and contractual requirements, manufacturing drawings, and military or commercial specifications
  • Skilled identifying risks and improvement opportunities; proactive in mitigating risks and implementing effective solutions
  • Strong teamwork capabilities, effective as both a team lead and team member, with experience in facilitating meetings
  • Self-starter with a desire to learn new technologies and continuously improve quality assurance and certification tools
  • Demonstrated ability to build trust and work collaborative across functions
