JOB DESCRIPTION
This is a critical leadership role responsible for translating complex business reporting requirements into scalable, actionable insights using Oracle Transactional Business Intelligence (OTBI), BI Publisher, Fusion Analytics Warehouse (FAW), and supporting tools. The successful candidate will demonstrate strong technical expertise in Oracle Cloud reporting, deep cross-functional business knowledge (Finance, Supply Chain, Work Management, and Customer Service), and exceptional leadership to drive data-driven decision-making across the utility enterprise.
Key Responsibilities:
- Lead the end-to-end design, development, and delivery of analytics and reporting solutions aligned with Oracle Cloud ERP, SCM, HCM, and related modules, ensuring full strategic alignment with the overall program vision, approach, and roadmap.
- Translate business requirements into robust, scalable reports, dashboards, and analytics using OTBI, BI Publisher, FAW, and integrated external tools (e.g., Power BI, Tableau).
- Actively collaborate and build relationships with business and functional teams to define key performance indicators (KPIs), metrics, and reporting frameworks that support operational, regulatory, and strategic objectives.
- Establish and maintain enterprise-wide reporting standards, data definitions, governance processes, security, and access controls.
- Drive consistency, accuracy, and timeliness of reporting across functional areas, including Finance, Procurement, Inventory, Projects, Asset Management, and Customer Operations.
- Own and manage a centralized report catalog, ensuring alignment with user needs, data architecture best practices, and program deliverables.
- Provide visible, hands-on leadership and mentorship to report developers, analysts, and business users, demonstrating presence, accountability, and proactive guidance.
- Support integration with external reporting tools and advise on visualization strategies to enhance insights and usability.
- Engage with utility stakeholders to understand and deliver on compliance and regulatory reporting needs with accuracy and timeliness.
- Actively participate in Agile/Scrum ceremonies (including daily stand-ups, sprint planning, and retrospectives), effectively using Jira to track progress, manage deliverables, and guide the team and CPS Energy stakeholders in following the defined program methodology.
- Ensure all deliverables from offshore and onshore teams are strategically aligned, high-quality, and meet program timelines and expectations.
Required Skills & Qualifications:
- Oracle Cloud Reporting Expertise: Proven hands-on expertise in OTBI, BI Publisher, and FAW (Fusion Analytics Warehouse) within Oracle ERP, SCM, and HCM environments.
- Data Modeling & Visualization: Strong proficiency in designing interactive dashboards, scheduled reports, and ad-hoc analytics using Oracle tools and external platforms such as Power BI or Tableau.
- Cross-Functional Business Acumen: Deep understanding of reporting needs across Finance, Supply Chain, Projects, HCM, and utility operations (electric, gas, or water preferred).
- Leadership & Delivery: Demonstrated ability to provide strong, visible leadership, drive accountability, and successfully guide both onshore and offshore teams in a complex transformation program.
- Agile & Program Engagement: Hands-on experience with Jira and Agile/Scrum methodologies. Must be able to actively participate in and contribute to scrum ceremonies, provide clear guidance to the team and client, and maintain full visibility into program deliverables and dependencies.
- Strategic Alignment & Accountability: Proven track record of aligning deliverables with program strategy, proactively identifying and resolving misalignments, and taking full ownership of reporting workstreams.
- Stakeholder Management & Communication: Excellent ability to interface with business users, IT leadership, and functional teams, translating complex needs into clear, actionable deliverables while maintaining high engagement and transparency.
- Data Governance: Experience establishing and enforcing reporting standards, metadata definitions, and secure access management.
Preferred Qualifications:
- Experience in a multi-year Oracle Cloud ERP implementation or transformation program, preferably in a regulated utility or public sector environment.
- Background in utilities (electric, water, gas) with familiarity in regulatory and compliance reporting.
- Knowledge of data warehousing principles and experience with Oracle Autonomous Data Warehouse or similar platforms.
- Demonstrated success leading reporting/analytics workstreams with significant offshore delivery components.
Critical Success Factors for this Role:
- High degree of proactivity, visibility, and accountability — the lead must be fully engaged, knowledgeable about program status, and capable of guiding the team and client without constant escalation.
- Strong ability to align offshore delivery with program strategy and prevent misaligned deliverables.
- Excellent command of Jira and Agile practices to effectively participate in and lead scrum-related activities.
This role demands a leader who combines deep technical Oracle Cloud reporting expertise with the ability to drive strategic alignment, foster team accountability, and maintain consistent, high-level engagement throughout a complex, multi-year transformation program.
