Woodlawn MD (Onsite)

Job Description:
The Data Engineer (.NET Developer) provides senior-level application development and data engineering support to SSA's Data Strategy and Enablement (DSAE) Data Administration team. The primary focus is designing and developing modern, secure .NET-based applications and services that support enterprise data administration, data standards, and reference data initiatives. The role applies modern system design principles, clean architecture practices, and secure development standards to deliver maintainable solutions aligned with SSA's IT framework.
Design Tasks:
Design, develop, and maintain enterprise web applications and services using .NET, .NET Core, C#, Blazor, JavaScript, HTML, and CSS.
Design and architect authentication and authorization flows using OpenID Connect and related identity and access management standards, in alignment with SSA's security requirements.
Implement security measures across application components, including secure authentication, authorization, session management, and integration with enterprise identity and access infrastructure.
Apply clean architecture principles and modern system design approaches; including Domain-Driven Design (DDD), Event-Driven Architecture, and Service-Oriented Architecture to deliver maintainable, scalable, and testable solutions aligned with SSA's IT framework.
Build user interfaces using component-based front-end frameworks with Blazor and .Net
Modernize legacy Visual Basic for Applications (VBA) code and Excel macros by reading, interpreting, and migrating existing logic into maintainable C# .NET Core solutions.
Apply Test-Driven Development (TDD) practices throughout the development lifecycle, leveraging automated testing frameworks where applicable.
Provide DevOps support leveraging Azure DevOps and CI/CD pipelines to enable efficient build, release, and deployment workflows.
Write and maintain PowerShell scripts to automate software deployment, environment configuration, and server setup activities.
Provide data engineering support including logical data modeling, query development, and data integration across relational and non-relational data platforms (e.g., PostgreSQL, SQL Server, DB2, Oracle, and document-oriented databases).
Demonstrate familiarity with relational and non-relational data modeling tools (such as Erwin, Hackolade, or comparable platforms) sufficient to interpret existing models and contribute to logical design discussions.
Write and optimize LINQ and SQL queries to improve application performance and data access efficiency.
Conduct data analysis, data profiling, and quality assessments to identify issues, improvement opportunities, and recommendations across enterprise datasets.
Support batch processing in distributed computing environments, including job orchestration and workflow development.
Provide recommendations on open file formats and data interchange standards including JSON, XML, Kafka, Avro, MongoDB, and related technologies.
Conduct requirements elicitation, analysis, and technical writing in support of planning, design, and project documentation.
Communicate and collaborate with stakeholders across SSA components, moving fluidly between application development, security design, data engineering, analysis, and communication responsibilities.
Develop technical documents, status reports, and presentations to fulfill work order objectives.
Required Qualifications:
Equivalent combination of education, training, certifications, and demonstrated experience in application development, data engineering, or enterprise data management. A Bachelor's degree in Computer Science, Information Systems, Data Management, or a related technical field is preferred but not required.
Minimum 7+ years of relevant experience in application development, data engineering, or enterprise data management.
Strong experience with C#, .NET, .NET Core, Blazor, JavaScript, HTML, and CSS in a senior developer capacity.
Demonstrated experience applying clean architecture principles and modern system design practices, including Domain-Driven Design, Event-Driven Architecture, and Service-Oriented Architecture.
Demonstrated experience designing and architecting authentication flows using OpenID Connect and related identity and access management standards.
Demonstrated experience implementing security measures within enterprise web applications, including secure authentication, authorization, and session management.
Experience designing, developing, and maintaining .NET-based portals, internal applications, or enterprise tools in a federal or large enterprise environment.
Experience building user interfaces using component-based front-end frameworks with Blazor and .NET.
Experience modernizing and migrating legacy VBA and Excel macro code to C# .NET Core.
Experience applying Test-Driven Development (TDD) practices and using automated testing frameworks.
Experience with Azure DevOps and CI/CD pipeline development.
Experience writing and maintaining PowerShell scripts to automate software deployment and server setup.
Experience working with both relational and non-relational concepts and databases (such as PostgreSQL, SQL Server, DB2, and Oracle).
Experience working with enterprise data warehouse environments, including PostgreSQL-based MPP databases such as Greenplum.
Experience with event streaming and event-driven data integration platforms such as Apache Kafka.
Experience writing and optimizing LINQ and SQL queries for performance and data access efficiency.
Experience with batch processing in distributed computing environments.
Familiarity with open file formats and data interchange standards including JSON, XML, and Avro.
Experience with Microsoft Office Suite (including advanced Excel), Visio, Confluence, and SharePoint.
Strong technical writing, problem-solving, and analytical skills with the ability to translate business needs into technical solutions.
Strong interpersonal and communication skills, both written and verbal, with the ability to develop executive-level communications and presentations.
Familiarity with federal IT environments is preferred.
