Technical Lead / Solution Architect (PHP & AWS)
Overview / Summary
HTC is seeking a Technical Lead / Solution Architect to own the end-to-end technical design of the Public Health Data Portal Expansion. This role is responsible for shaping the solution across application architecture, APIs, database schema, GIS and identity integrations, AWS cloud infrastructure, and security. The position requires a hands-on leader who can balance strategic design with day-to-day technical guidance, code review, and issue resolution while leading a 6-person delivery team.
Key Responsibilities
Solution Architecture & Technical Design
- Own end-to-end solution architecture for the Data Explorer, Admin Portal, and underlying data platform
- Design modular application architecture, service-layer structure, API framework, and database schema
- Define technology stack, integration patterns, and AWS cloud infrastructure aligned with standards
- Produce architecture documentation, technical design documents, and system diagrams
- Ensure architecture supports future datasets and scalability without application changes
Technical Leadership & Delivery Support
- Lead technical workshops and architecture review sessions with stakeholders
- Guide development team on framework patterns, coding standards, and integrations
- Review code quality, approve architectural decisions, and resolve technical blockers
- Collaborate with cross-functional teams to ensure cohesive delivery
Integration, Data & Platform Architecture
- Design integration patterns for identity, GIS, and cloud services
- Define service interactions, data flows, and system boundaries
- Guide database schema strategy, caching design, and query performance tuning
- Ensure proper environment synchronization, audit trails, and change tracking
Security, DevSecOps & Governance
- Define security architecture aligned with OWASP and data confidentiality requirements
- Own DevSecOps integration strategy including SAST, SCA, SBOM, and accessibility checks
- Implement secure coding, encryption, and secrets management practices
- Contribute to governance, standards, and architecture review processes
Required Qualifications
- 9+ years of experience as a Solution Architect or Technical Lead delivering web applications and data platforms
- Expertise in PHP 8.x and modern frameworks (CodeIgniter 4, Laravel, or Symfony) and RESTful APIs
- Strong knowledge of relational databases (SQL Server or PostgreSQL), including schema design and performance tuning
- Experience with analytical data platforms, caching (Redis), and ETL pipelines
- Hands-on experience with AWS cloud services (EC2, RDS, S3, VPC, CloudWatch, Secrets Manager, IAM)
- Experience integrating enterprise identity providers (Azure Entra ID / SAML / OAuth 2.0 / OpenID Connect)
- Experience integrating GIS platforms (ArcGIS Enterprise, REST feature services)
- Ability to produce architecture artifacts including design documents and diagrams
- Experience leading engineering teams on standards, reviews, and technical decisions
- Strong communication skills with ability to present to technical and executive stakeholders
