Job Summary:
The Texas Comptroller of Public Accounts (CPA) is seeking a senior CAPPS HR/PY Tower Analyst to support the statewide CAPPS HR/Payroll environment. The ideal candidate will have extensive experience with Oracle PeopleSoft HCM 9.2, CAPPS HR/Payroll, FMLA compliance, security administration, workflow configuration, and enterprise application support within large Texas state government environments.

Required Skills:

• 10+ years of PeopleSoft HCM 9.2 CAPPS HR/Payroll experience
• 12+ years of PeopleSoft configuration and security administration
• Strong expertise in Workforce Administration, Payroll, Time & Labor, Commitment Accounting, TAM/CG, and HR Security
• Experience with Application Designer, Integration Broker, SQL/SQR, BI Publisher, SAP Business Objects
• Hands-on experience with AWE Workflow, PUM, Change Assistant, Fluid UI, and Elasticsearch
• Knowledge of Texas state HR policies, payroll processes, and FMLA compliance
• Experience with ServiceNow, ITIL/ITSM practices, incident management, disaster recovery, and year-end processing

Preferred:

• Experience supporting large-scale Texas state government agencies
• ITIL and/or PeopleSoft certifications
• Strong communication, stakeholder management, and leadership skills
