Position Overview
The Project Manager will manage planning, execution, resource allocation, and delivery of multiple IT initiatives. The role reports to the IT Data Analytics Support Director and works closely with the Office of the Chief Data Architect and the Office of Data Analytics & Performance.
Key Responsibilities
Manage all aspects of IT project delivery, including scope, schedule, budget, and resources
Develop and maintain project management deliverables in compliance with DIR Project Delivery Framework
Collaborate with IT and business stakeholders to ensure compliance with state, federal, and agency standards
Establish project roadmaps in coordination with vendors, divisions, and federal stakeholders
Oversee day-to-day project operations, Agile ceremonies, and sprint execution
Identify project risks and coordinate mitigation strategies with leadership
Track project budgets and record actual costs in project tracking tools
Lead Agile project sprints including backlog grooming, sprint planning, daily scrums, retrospectives, and Kanban
Coordinate procurement activities and support RFP development when required
Support development of federally approved IAPDs to obtain matching federal funds
Ensure continuous communication with the Office of Data Analytics & Reporting
Provide regular status updates to leadership on progress, risks, and issues
Perform other duties as assigned
Required Qualifications
8+ years of IT project management experience
8+ years of experience in the IT industry, including at least 5 years working with one or more of the following:
Data management solutions (data warehouses, data lakes)
Data analytics or business intelligence
Web-based (J2EE) development
SOA-related technologies
8+ years of experience across the full Project Management Lifecycle (PMLC) and Software Development Lifecycle (SDLC)
8+ years of experience developing clear, concise project documentation
8+ years of experience managing teams through task assignment, mentoring, facilitation, and training
8+ years of experience monitoring progress and managing project risk
8+ years of experience reporting project status, issues, and risks to leadership
8+ years of demonstrated problem resolution skills
8+ years of experience tracking project budgets and costs
Experience leading Agile projects and sprints
Excellent written and verbal communication skills
Active PMP certification (minimum 3 years)
Preferred Qualifications
Prior experience in the healthcare industry, specifically public health
Experience working within a Health and Human Services agency
Experience managing multi-agency or multi-department IT initiatives
Experience managing TSS sprint teams for the State of Texas
Experience working in mixed functional and matrixed environments
Experience developing and executing project management, work, and quality plans
Full lifecycle experience from analysis and planning through deployment
Experience building and leading IT project teams
Experience with access and eligibility programs.
