Program Manager – Cloud Platform Delivery
Location: Dallas, TX/New York, NY/Chicago, IL
We are seeking an experienced Program Manager to lead delivery for a new, high‑visibility healthcare platform initiative involving multi‑tenant capabilities, external partner integrations, and a hybrid onshore/offshore engineering organization.
The PM will drive execution across SME teams, backend engineering pods, QA, and infrastructure partners — ensuring speed, quality, and alignment with delivery timelines.
Key Responsibilities
Program Leadership & Delivery Execution
- Own end‑to‑end delivery across three core pods: SME workflow team, Java/Google Cloud Platform engineering teams, and QA/DevOps resources.
- Drive program planning, sprint governance, dependency management, and milestone tracking in a rapidly evolving environment.
- Maintain and manage RAID logs, ensuring visibility of risks, issues, and decision points for leadership.
- Translate high‑level platform vision into actionable epics, timelines, and delivery plans.
Cross‑Functional Coordination
- Partner closely with engineering leads, architects, SMEs, QA, and product managers to ensure aligned execution across services, workflows, and integrations.
- Coordinate with central infrastructure teams for provisioning environments, gateways, containers, and networking components needed for platform development.
- Facilitate seamless collaboration between leadership teams and engineering resources.
Platform Enablement & External Integrations
- Drive readiness for onboarding external partners and vendors, ensuring alignment of API contracts, workflows, data schemas, and validation rules.
- Support integration planning across legacy systems, new microservices, distributed workflows, and external touchpoints.
- Ensure documentation, processes, and onboarding playbooks are in place to scale the platform.
Quality, Reliability & Operations Alignment
- Ensure teams meet performance, latency, and reliability KPIs, working with engineering to track SLAs, logs, error tracking, and service health.
- Align tightly with QA teams on test strategy, automation readiness, data validation, and release criteria.
- Support operational readiness, including production support structure, incident flows, monitoring expectations, and rollout/rollback strategies.
Communication & Stakeholder Management
- Provide clear, executive‑level updates on program status, risks, dependencies, resource needs, and timelines.
- Collaborate with senior leadership, external stakeholders, architecture groups, and compliance teams.
- Drive transparency, accountability, and alignment across all delivery streams.
Must‑Have Qualifications
- 8–12+ years of Program/Project Management experience, with at least several programs involving cloud-native, API‑led, microservices architectures.
- Proven success managing large engineering initiatives with multiple pods, cross‑functional dependencies, and aggressive timelines.
- Experience coordinating onshore/offshore delivery models and managing distributed teams.
- Strong familiarity with backend engineering concepts — microservices, APIs, distributed systems, workflows, and data pipelines.
- Experience managing platform builds involving multi-tenant capabilities or external partner onboarding.
- Excellent communication, with the ability to distill complex updates into clear, executive‑ready summaries.
Nice-to-Have Qualifications
- Experience in healthcare, pharmacy, payer, or provider systems, especially workflows like intake, eligibility, coverage, or approvals.
- Exposure to Google Cloud Platform services (BigQuery, Spanner, Pub/Sub, GKE) and cloud operational models.
- Experience with compliance-driven environments (PHI/PII data, regulated workflows).
- Familiarity with DevOps practices, CI/CD pipelines, infrastructure provisioning, and environment readiness.
