- Work Hours: 8-hour workdays between 7:30 am and 6:00 pm.
Project Overview
The selected candidate will maintain and implement solutions on multiple forensics applications utilizing tools such as C#, .Net, PL/SQL, and various other programming tools. Specific projects include the Forensic Tracking System, Sex Offender Maintenance System, Re-entry Management System, and other OMH projects as needed.
Day-to-Day Tasks
The Software Architect will perform the following duties:
- Execute the full software development life cycle (SDLC).
- Write code using Microsoft Visual Studio 2017 (or higher), MVC, .Net, JavaScript, Ajax, HTML, XML, and WCF.
- Prepare scripts to create and modify Oracle tables, indexes, constraints, triggers, and views; code stored procedures and packages; and convert/migrate data when necessary.
- Diagnose and troubleshoot rules, calculations, and data issues on application reports using Crystal Reports.
- Mentor and assist other programmers (state and consultant) with debugging, troubleshooting, security, deployment, data access, and system architecture.
- Manage source code (check-in/out, branching) using repositories like Tortoise SVN, Visual SVN, or TFS.
- Manage incidents and service requests within the IT Service Management System.
- Coordinate service requests, releases, and changes with ITS Chief Operating Office personnel.
- Diagnose and debug production issues, escalating critical calls and joining bridge calls as necessary.
- Report task status and outstanding issues to the supervisor.

Mandatory Qualification
- Role: Software Architect.
- Description: Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large-scale software system.
- Experience Level: Expert (84+ Months).
Requested Qualifications (Scored)
- 84 Months experience using Microsoft Visual Studio to develop/maintain applications in C#, ASP.NET, Web API for n-tier web deployment, including experience in .Net Core framework.
- 84 Months experience with Oracle: Database design, PL SQL coding, stored procedures, packages, indexes, triggers, creating tables, etc..
- 84 Months experience developing and maintaining web applications that utilize HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap, and Cascading Style Sheets.
- 84 Months experience interpreting and analyzing business requirements and building the logic within an application's code to meet those requirements.
- 60 Months experience developing applications with MVC 5 or later versions.
- 48 Months experience developing reports with Crystal Reports version 10 or above and invoking them from .NET applications.
- 36 Months experience with Team Foundation Server (TFS) 2010 or later for development activities and code repositories.
- 24 Months experience coding and maintaining applications which contain Health Care data that fall under HIPAA Protected Health Information (PHI).
Key Engagement Details
- Telecommuting: Allowed up to 50%.
- Interview Format: Webcasting (Candidate required to be on camera).
- Travel: No travel is anticipated.
- Knowledge Transfer: A written knowledge transfer plan will be mandated, detailing transfer from the consultant to State employees.
- Security & Training:
- Must sign Mandatory ITS Security Agreements, HIPAA, OMH Confidentiality, and Non-Disclosure Agreement (CNDA).
- Required to attend NYS/GOER and Agency mandated training (Internal Controls, Workplace Violence Prevention, Sexual Harassment Prevention, Information Security).
